洛阳理工学院毕业设计（论文）改变“国富民穷”现状问题研究摘 要改革开放三十余年，我国的经济社会发展成就举世瞩目，综合国力大大增强，人民生活水平显著提高，纵向自我对比与改革开放之前已有霄壤之别改革开放大政方针、经济建设为中心的基本路线、统筹协调的科学发展观都是“强国政策”和“富民政策”，但在强国、富民的巨大进步中仍还存在着增长质量、收入分配差距等方面不尽如人意之处在过去30年中，普通居民收入的增幅低于国家财政收入及企业利润的增幅，工资收入在国民收入分配中的比例逐年下降，最终造成了“国富而民穷”的怪现象世界银行（WBG）发布的报告指出，中国仍有1.5亿贫困人口，也就是说，平均每十个国人之中就有一个处于贫困状态而近日，据美国《福布斯》杂志推出的榜单显示，中国内地的“税负痛苦指数”居全球第二，这也是继2009年中国内地首次排名第二位后，再次位列该名次从基尼系数看，一般发达国家的基尼系数在0.24到0.36之间而我国的基尼系数在2010年已接近0.5，贫富差距已突破合理界限，属于贫富差距悬殊的范畴本文基于我国国富民穷的现实，分析了这种财富分配格局产生的原因，并试图提出一些实现国民同富的政策措施，以缓解当前国富民穷的堪忧局面。
