1、上海交通大学 MPA 学位论文 常州市城市管理行政执法的现状及对策研究 IV常州市城市管理行政执法的现状及对策研究 摘 要 城市管理执法的实施，对解决城市管理中存在的职责交叉、多头执法、重复执法、 执法扰民、 效率低下和执法机构膨胀等问题， 对进一步全面推进依法行政，加快法治政府建设，起到了十分重要的推动作用。但是城市管理行政执法也还存在不少问题。近年来，城市管理行政执法人员与小商贩的矛盾日益激化，暴力执法与暴力抗法屡见不鲜，引起了人们的广泛关注。如何改变城市管理行政执法现状、提高执法效能成为当今时代城市管理的重要课题。 本文以常州市为例，对城市管理行政执法的理论和现实问题进行了分析。全文共分
2、六个部分：第一章为绪论，介绍全文的研究意义、研究现状和研究内容。第二章为城市管理行政执法相关的理论分析，介绍了城市管理行政执法的内涵、性质、功能、原则，以及展开研究的理论依据。第三章为常州市城市管理行政执法的问题及成因分析。介绍了常州市城市管理行政执法的概况，分析了城市管理行政执法中存在的主要问题，例如：城市管理行政执法法律体系不健全、城市管理行政执法理念落后、城市管理执法的程序使用欠规范、粗暴执法和暴力抗法的现实困境、城市管理行政执法体制还不健全、城市管理行政执法的监督机制不健全等。并且从管理体制、执法依据、执法监督、执法观念、执法环节等方面分析了造成现存问题的原因。第四章介绍了国内外其他城
