14、谈判、电子合同签订到租船、订舱、报关、报检、申请许可证、配额管理及货款结算整个过程都可以利用电子商务来完成。但企业利用电子商务开展国际贸易并不是某一个环节的虚拟化，或几个电子化、虚拟化的环节简单相加，要涉及到外贸企业、生产企业、流通企业、海关、税务、银行等，是一个系统工程。 货物通关作为国际贸易中的一个重要环节，口岸功能的强弱和运行效率的高低，对一个国家和地区的经济发展以及社会繁荣至关重要。特别是随着全球经济一体化和贸易自由化进程的加速发展，口岸管理体制是否顺畅、通关活动是否高效，越来越成为衡量一个企业、一个地区乃至一个国家经济水平和竞争能力的重要指标，对国际资本的流入和一国对外经贸乃至整个国
15、民经济的发展都将产生深远的影响。 电子商务并不只是一个商业发展概念，它的发展同时存在于国家经济战略的宏观层面和企业发展策略的微观层面。国内外经济学者对电子商务的研究宏观上主要集中在电子商务对国际贸易的理论、政策、关税等方面的研究上，在微观上主要集中在电子商务对企业竞争优势的影响上，较少的关注到电子商务在海关改革中应用和作用，笔者作为国际贸易实务方向的研究生，一直比较关注我国海关的通关流程和口岸效率的变化，所以在导师的指导及帮助下，从出口贸易着眼，科技强关入手，经过各种资料的查阅并根据我个人的专业方向和兴趣，定立了此论文的题目进行研究。 山西财经大学硕士学位论文 2 1 电子商务概述 1 . 1
16、 电子商务的定义 电子商务有广义和狭义之分。狭义的电子商务( E L E C T R O N I C C O M M E R C E ，E C ) 是指人们利用电子化手段进行以商品交换为中心的各种商务活动。广义的电子商务( E L E C T R O N I C B U S I N E S S ， E B ) 是指各行各业，包括政府机构、企业、事业单位各种业务的电子化和网络化, 广义的电子商务也包括电子政务。在本文中所指的电子商务是指广义的电子商务（E B ） 。 笔者认为对电子商务比较权威和准确的定义是 1 9 9 7年 1 1月在法国首都巴黎举行的世界电子商务会议对电子商务下的定义: “电子商务就是指对整个贸易活动实现电子化。其外延方面可以定义为：交易各方以电子交易方式而不是通过当面交换和直接面谈方式进行的任何形式的商业交易。它的技术是一种多技术的集合体，包括交换资料( 如电子资料交换、电子邮件) 、获得资料( 共享数据库、电子公告牌) 以及自
