4、程中，医护人员思想政治教育工作面临着更加复杂、多变的形势和挑战：医护人员的思想、医德医风和处理医患矛盾的模式等多种方面出现众多新现象与新状况；有些医疗单位一味追求经济效益,忽视医护人员思想政治教育；部分医护人员过于重视物质经济利益、忽视职业素养和操守, 甚至不顾患者需求，利用自身的职业便利和岗位权利牟取个人私利；个别地区医德医风极差,医患关系紧张,极大地损害了医护人员的形象,严重影响了医疗单位健康发展和和谐社会的构建。因此，加强新医改时期医护人员思想政治教育工作已经成为事关新医改成败、事关我国医疗事业的社会主义方向、事关十八届党中央强调的群众路线的落实和“中国梦”实现大局的一个理论问题、实践问
5、题。 本文站在马列主义哲学和中国特色社会主义理论体系的立场上,首先分析了新医改时期医护人员思想政治工作的内涵、作用和重要意义；接着综述了新医改时期医护人员思想政治教育工作存在的思想认识、工作定位、政工队伍建设和工作环境建设等方面的突出问题；总结了影响医护人员思想政治工作的主要因素：即医护人员思想观念混乱、身份复杂、 信息来源多样、 内容泥沙俱下、 对思想政治教育工作认识不足并且创新不够；最后提出了新医改时期开展和创新医护人员思想政治教育工作具体对策和建议： 一是以马列主义哲学、中国特色社会主义理论为指导，不断科学化医护人员思想政治教育工作的理念、内容、方法和机制，在医护人员思想中强化群众路线理
6、念和“以病人为中心”理念，营造和谐的医患关系,培育医护人员高水平的服务意识，提升医疗系统政工人员的综合素养；二是坚持医护人员思想政治教育工作与医疗服务单位的党建工作和文化建设工作相结合的方法，提高医院思想政治教育工作的针对性和实效性；三是充分运用政治、物质和精神手段发挥思想政治教育的激励作用，引导提升医护人员思想水平和道德素质；四是积极建设与医护人员密切相关的社会、单位、家庭等思想政治教育环境，实现思想政治教育工作顺利进展。 关键词：医疗改革；医护人员；医患关系；思想政治教育；科学化 Study on the ideological and political education of med
7、ical staff under the background of new medical reform Abstract The work of Ideological and political education is the core of constructing socialist harmonious society in all walks of life, covering in medical service system and the ideological and political education work. The new medical reform an
8、d development, not only improve the quality of health care workers, but also increasingly pay attention to cultivating “ the awareness of service to build a harmonious relationship between doctors and patients. Therefore, the ideological and political education in medical staff plays the key role of
9、 the hitherto unknown. But in the new medical reform, ideological and political education of medical personnel is faced with more complex situation and challenges, like the emergence of many new phenomena and new mode of thinking in medical staff, such as the medical ethics and the doctor-patient co
10、ntradiction; some medical units blindly pursue economic benefits, ignoring the ideological and political education for medical personnel, some of medical staff attach too much importance to economic interests and ignore the professional accomplishment and personal integrity, even some seek personal
11、interest by using its own occupation in spite of the patient needs. The medical ethics is poor, the tension between doctors and patients greatly damaged the image of medical staff and seriously influenced impact on the construction of medical health development and harmonious society. Therefore, to
12、strengthen the new medical reform in terms of Ideological and Political education has become a matter of new medical reform that is influential. Based on the theoretical system of socialism with the philosophy of Marxism and Leninism and the development of China characteristic position, this thesis
13、first analyzes the connotation, function and significance of the ideological and political education in medical staff under the new circumstance, then summarizes the problems in the ideological and political education of medical staff and the main factors affecting the ideological and political education, such as the complexity of identity, diverse sources of all knowledge in the work of Ideological and political education and the lack of innovation. Finally, the author puts forward the specific countermeasures a
