2、强政府在生态经济发展中的干预。西藏作为中国领土的重要组成部分，由于特殊的地理位置和地貌特征，成为中国、南亚、东南亚的生态安全屏障，且西藏具有丰富的生态旅游资源，因此，西藏的生态旅游发展对全中国的生态文明建设起着尤为重要的作用，必须站在建设中国特色、西藏和华夏子孙之西藏区域永续发展的高度对西藏旅游发展做出实质性的行为。而目前学术界对这一研究鲜有涉足。基于此，本文尝试研究西藏生态旅游发展中政府应该如何作为的问题。 为解决西藏生态旅游中政府如何作为的问题， 本文从以下几方面开展整个研究过程：首先，从“生态旅游概念界定” 、 “政府行为概念界定”和“生态旅游中的政府行为研究”三个方面进行了相关文献的综
3、述，了解了研究现状，规范了生态旅游、政府行为的概念，明确了生态旅游发展中政府行为研究现状；其次，基于前面的理论，阐述西藏生态旅游发展概况。 从自然生态旅游资源和人文生态旅游资源两个方面对西藏生态旅游资源进行了归纳， 展示了西藏生态旅游发展的资源优势，并阐述了西藏生态旅游的发展现状。再次，研究西藏生态旅游发展中的政府行为角色定位。 该部分对政府行为在西藏生态旅游发展中的角色进行定位分析，将政府行为定位为宏观政策制定者、生态保护监督管理者、 服务型政府、 利益相关者的协调等几个角色。 第四，阐述西藏生态旅游发展中的政府行为模式方式选择。 该部分总结了生态旅游发展中的三种政府行为模式：政府主导型、政
4、府引导型和市场主导型，并分析了三种模式的适用阶段，在此基础上得出结论：西藏生态旅游发展的现阶段应采取政府主导型行为模式。最后，在前文的基础上，从法律、行政和经济三种手段入手，兼顾企业、消费者和当地居民三者的权利与义务， 提出了西藏生态旅游发展中政府行为措施的若干建议。 在研究方法上，本文主要采用了以下研究方法： （1） “文献分析法” ，主要用于理论部分的分析；二是， “二手资料法” ，研究中的很多数据来自于权威媒体、期刊；三是， “实地调查法” ，文中西藏生态旅游发展现状的部分资料来源于实地调查。 另外， 本文体现了 “定性”与“定量”相结合的方法。 本研究的主要创新之处在于：以西藏为研究对
5、象，丰富了生态旅游和政府行为的研究内容。西藏生态旅游具有较强的高原特色，本文对西藏生态旅游的资源和发展现状的阐述为后续西藏生态旅游的研究做出了一定贡献； 现有研究很少有从政府行为的角度研究西藏生态旅游发展的，笔者将政府行为理论应用到西藏生态旅游发展研究中。 关键词：西藏生态旅游；政府行为；角色定位；行为模式；行为措施 Abstract The construction of ecological civilization relations between the peoples well-being, concerns national future.The third plenary se

8、tory, due to the special geographical position and topographical features, become Chinas ecological security barrier, South Asia, southeast Asia, has the rich eco-tourism resources, and Tibet, Tibets ecological tourism development for the whole of Chinas ecological civilization construction plays a
9、particularly important role, the Tibetan government must stand in building socialism with Chinese characteristics, the Tibetan characteristics and Chinese descendants of the height of the Tibet regional sustainable development to make the behavior of the material to the development of Tibet tourism.
10、And at present academia for few involved in this research.Based on this, this paper tries to study the Tibetan ecotourism developing how should the government as a problem. To solve the problem of how the government in the Tibet eco-tourism as, this paper from the following several aspects to carry
11、out the whole research process: first, from the “ecological tourism definition“, “definition of government behavior“ and “the government behavior of ecotourism research“ three aspects has carried on the review of relevant literature, to understand the research status quo, standardize the concept of
12、ecological tourism, government behavior, has been clear about the ecotourism development in government behavior research status;Secondly, based on the previous theory, in this paper, the ecological tourism development in Tibet.From natural ecological tourism resources and cultural ecological tourism
13、 resources of the two aspects has carried on the induction, ecological tourist resources in Tibet shows the Tibet eco-tourism development resource advantage, and expounds the ecological tourism development present situation in Tibet.Again, the government behavior role in the development of ecologica
14、l tourism in Tibet.This part of the government behavior in the development of ecological tourism in Tibet role positioning analysis, government behavior may be defined as macro policy makers, ecological protection, supervision and management, service-oriented government, the coordination of stakehol
15、ders and so on several characters.Fourth, the government behavior in the Tibet eco-tourism development way choice.This part summarizes the three types of government behavior in the development of ecological tourism mode: the government leading and market, government leading, and analyses three modes
16、 of applicable stage, on the basis of this conclusion: Tibet eco-tourism development at this stage should be taken to the governments leading behavior patterns.Finally, on the basis of the above, from the legal, administrative and economic means of both companies, consumers and residents of the three kinds of rights and obligations, the government behavior in the
