1、上海交通大学 MPA 学位论文 扩大教育公债规模的可行性研究 I扩大教育公债规模的可行性研究 摘 要 2008 年，全球金融危机全面爆发，受此影响，中国经济增速开始放缓，政府通过推行积极的财政政策来刺激经济增长，另一方面，我国的教育投入长期不足，教育经费的比例远低于一些发达国家，甚至还低于一些不发达国家。有鉴于此，本文首先从经济学理论、教育经费严重不足与财政支出刚性之间的矛盾、公债项目择优管理三个方面分析扩大教育公债规模的合理性，论证扩大教育公债规模是积极财政政策的优化方案，同时也是一种优化的筹集财政性教育资金方式。本文接着分析了扩大教育国债的必要性。国家投入的不足增加了家庭教育的成本，严重限
2、制了家庭消费，这是导致我国内需不足的重要原因之一。扩大发行教育公债的规模，在提升教育质量和国民素质的同时，也拉动了社会需求和国内个人消费，从而使经济保持长期平稳快速增长。另外，基础教育这个公共产品在我国受到重视的力度明显不足，财政性资金投入不足。加大财政投入，增加公共教育经费支出，实现基础教育完全公共产品化，可以减轻贫困家庭教育支出压力，从而实现社会教育机会相对平等和社会相对公平。目前，我国教育公债有一定量的发行，但规模比较小。因此，有必要在保持财政现有教育经费支出比例的同时，扩大教育公债规模，一次性快速弥补教育经费差额。本课题探讨了影响教育公债规模的因素，发行教育公债的合理规模，教育公债上海

On the other hand, China is long-term lack of investment in education, the proportion of expenditure on education is far lower in some developed countries, even

In view of this, first of all , the economic theory, the contradiction between a serious shortage of funds for education and the rigidity of the financial expenditure , the managemen of bond project , which are three aspects of analysis of the rea
6、sonableness that expanding the size of education bonds is merit-based. Expanding the size of the education debt is not only a positive fiscal policy optimization program, but also an optimized way to raise financial funds for education. Following that, the article will analyse the necessity to expan

The topic will discuss the factors impacted the scale of education bonds, bonds issued a reasonable scale of education, as well as the issuance of bonds and repayment of funds, etc. It will provide a solution for the problem of

14、期： 年 月 日 上海交通大学 MPA 学位论文 扩大教育公债规模的可行性研究 1第一章 绪 论 第一节 研究目的和意义 一、研究的目的 随着我国教育事业的迅猛发展， 我国教育经费资金供应与资金需求之间的矛盾越来越突出，如何化解这一矛盾也越来越成为政府和社会所关心的问题。就教育种类而言，有基础教育，也有高等教育等。伴随着社会的发展，基础教育已经逐渐成为一种公共产品， 成为一种义务教育， 提供全体国民基础教育已经成为各国政府不可或缺的一个责任。 “人人都有受教育的权利，教育应当免费，至少在初级和基本阶段应如此。初级教育应属义务性质。”现代大部份的国家和地区都有实施义务教育，但年数和成效不一。而高
15、等教育的成功与否直接关系到这个国家的综合国力和国家竞争力， 影响到整个社会的政治经济科学文化等各个方面，直接关系到社会高级人才的培养。 教育事业的发展离不开教育经费的投入，就教育经费支出的性质而言，它所体现出来的不仅仅是一种消费，更可以说是一种投资，是对社会人力资源的投资，也是对整个社会未来的投资。教育投资必然需要资金支持，但从我国目前教育事业的发展对经费的实际需求来看，教育经费投入明显不足，教育经费支出仍远远不能满足教育需要。笔者认为，由中央政府在全社会范围内发行教育事业发展公债，应是解决目前教育事业发展经费严重短缺问题的一种有益尝试。 公债是一种以政府信用为担保的面向社会发行的债券，一般具有发行速度快，数量规模大，资金用途明确等特点。公债包括国债（一个国家中央政府发行的债券）和地方政府发行的债券（目前我国已经允许地方政府委托中央政府发行债券） 。教育公债
