3、 中却遇到 了不少 问题。尤其是当单位组织机构、业务流程发生改变时，原有 的系统就不能满足改组后 的办公需求 。这些 问题 的存在 限制 了电子政务系统的应用范围和发展前景。所 以建立通用的电子政务系统，提高系统的灵活性，使之能够适应业务流程的变更便成为开发 电子政务系统的研究方 向之一 。而工作流技术是计算机支持 的协 同工作(C SC w )研 究领域新 出现 的一 门学科 ，它是实现企业业务过程建模 ，过程运行 、监控和管理 ，最终实现业务过程 自动化的核心技术 。因此本论文重点讨论如何将工作流技术与 电子政务系统相结合 ，以实现 自定义业务流程 的通用灵活的电子政务系统 。完成 的主要
4、工作如下 : 分析我 国电子政务系统发展的现状和存在的问题，对A JA X 技术、S如 ts和工作流技术进行了剖析，针对用户需求和系统特 点，确立 了采用基于多层架构模式 的工作流技术体系 ，以提高系统的可维护性 、可操作性和可扩展性 。 对贵州盘县电子政务系统进行了需求分析 ，建立系统的业务信息流模型和系统架构，设计了收、发文模块 的业务流程 。 应用工作流管理研究的理论、技术和方法开发设计 了流程管理模块 。实现了模型定义 、模型实例化 、实例运行和控制等功能。 实现 了系统中公文流转的工作流实例 。分析公文 的流转过程 ，对其进行过程建模 。 设计和实现系统中的其他功能模块，如系统管理、
