3、论文成果归西南财经大学所有。 特此声明 学位申请人： 年 月 日1摘 要 摘 要 随着国家财政体制改革和公共财政体系的建立和完善，国家逐渐退出了竞争性、盈利性投资领域，政府投资重点转向了公共工程项目，有效地拉动了经济的增长。但是在政府公共工程投资领域也暴露出了一些不容忽视问题：投资绩效不理想，损失、浪费严重，低水平重复建设，经济犯罪问题时有发生。面对这些情况，审计署在2003 年至 2007 年审计工作发展规划中提出“积极开展绩效审计，促进提高财政资金的管理水平和使用效益”，要求审计机关不仅要对项目建设资金使用中的不合法、不合规行为进行审计，而且要对资金使用的效率、效果进行审计，把绩效审计作为
4、当前审计工作的一项重要任务来抓。因此，如何加强对政府公共工程投资的绩效审计就成为政府审计面临的重要课题。 绩效审计就是对被审计项目的经济性、效率性和效果性进行评价，由于绩效审计在我国开展的时间还不长，适合我国国情的评价指标体系还处于探索阶段。因此，本文的目的就是尝试建立关于政府公共工程绩效审计的评价指标体系。 本文的写作遵循这样的思路： 首先，阐述了政府公共工程和绩效审计的定义，给出了政府公共工程绩效审计的含义，分析了政府公共工程绩效审计产生和发展的理论基础。 其次，阐述了国外关于绩效审计评价标准的概况及对我们的启示，分析了几种常见的评价指标体系，揭示了目前政府公共工程绩效审计评价指标体系存在
5、的问题。 第三，详细阐述了政府公共工程绩效审计的评价标准和评价指标，大胆地提出了政府公共工程绩效审计评价指标体系由评价标准和评价指标组成。通过借鉴绩效审计、工程审计、经济效益审计的有关理论，以及企业业绩评价、政府绩效评估等相关指标，从投资决策、投资运行和投资回收三个阶段2以及定性和定量两个方面构建了政府公共工程绩效审计评价指标体系。评价内容涉及了政府公共工程项目的经济效益、社会效益以及生态效益，涵盖了政府公共工程项目从立项、投资建设到投入使用这样一个完整的过程。最后选择适当的案例来进行分析评价。 关键词：政府公共工程 绩效审计 评价指标体系1ABSTRACT ABSTRACT Along wi
6、th the national finance system reform and the public finance system establishment, the country gradually withdrew from the competitive, the profitable fields of investment. Economic increase has been caused effectively by inversion of country investment to public project, but many problems appear in
7、 this field, such as bad performance of investment, serious waste and loss, low-level reconstruction. And economic crimes problem sometimes occurs. In the face of these problems, national audit bureau proposes that the country should implement positively performance auditing to improve investment pe
8、rformance in the document of the audit work layout from 2003 to 2007, and claim that all walks of audit organs inspect not only illegal and illegitimate action in the course of using project fund, but also the efficiency and effectiveness of fund usage, demands and they make performance auditing as
9、the important task. Therefore how to strengthen performance auditing of public project has been an important issues for discussion in government audit field. The Performance auditing is to evaluation the economy, efficiency and effectiveness of the project. Because the Performance auditing is not lo
10、ng development in our country, the evaluation index system that suits the actual condition in our country also to be at the exploration stage. Therefore, the purpose of this paper is trying to establish evaluation index system of performance auditing of government public project. This article writin
