3、建设成为最具竞争力的石化企业目标的有 效途径。本文通过对公司内外部环境详尽分析,对公司发展战略认真选择和 评价,提出了公司战略的指导思想、工作目标和保证战略实施的控制措施。 首先,本文对国际、国内战略管理的起源、发展趋势、存在问题等进行 了深入研究,并梳理了国内外大石油公司发展战略的演变和战略趋向,为大 庆石化公司发展战略的研究奠定了理论与实践基础。 其次,本文分析了石化行业的外部战略环境,从政治经济环境、技术环 境、社会与物质环境等方面分析了石化行业存在的威胁和风险;利用波特的 五种竞争力量模型,从新进入者、竞争对手、替代品的威胁、供应商及顾客 的讨价还价能力五个方面分析了石化产业竞争环境;

4、通过外部因素评价矩阵 对大庆石化公司现行战略在当前外部环境发展趋势下的有效性进行了评价。 再次,本文从企业的资源和战略能力两个方面分析了公司的内部环境。 企业资源分析包括有形资产、无形资产、人力资源分析三个部分。其中,在 有形资产方面,重点分析了实物资源、公司财力和信息化建设;在无形资产 方面,重点对公司的技术环境、企业文化状况、商誉进行了分析。对公司战 略能力的分析,主要分析了公司的生产能力、营销能力、市场竞争地位等。 凭借内部因素评价矩阵,明确了公司内部在各职能领域的优势与弱点。 最后,结合公司当前内外部环境分析,利用 SWOT 分析方法,确定了大庆 石化公司总体发展战略,提出了公司战略的

5、指导思想和发展定位,并从成本 领先战略、产品差异化战略、重点市场战略等方面确定了公司的竞争战略。 本文还从企业资源和优化利用、结构调整及产品升级换代、科技进步、系统 和公用工程优化、区域共同发展、信息化建设、安全环保、节能节水、人力 资源、企业文化建设等十个方面就公司战略进行了规划并提出了保障战略实 施的措施。 关键词 竞争战略;战略环境;控制措施 - I - 哈尔滨工业大学工商管理硕士学位论文 Abstract As a territorial subsidiary company of the PetroChina Company Limited, Daqing petrochemical

6、 company must carry a careful research on the development strategies to maintain harmonious development of PetroChina and aim at making the company become one of the most competitive chemical companies, directed by the scientific development guidelines and business strategies of CNPC. With lots of a

7、nalyses of the interior and exterior environment for the company in details, and evaluating many other strategies for reference, the instruction principle, business objective, and guarantee measures for development strategies of Daqing petrochemical company is put forward in the paper. First of all,

8、 the original situation, development trend and existent problems about national and international strategic management was researched carefully, and development strategy evolution process of several big petroleum companies in the world was studied in order to build the theoretical foundation for the

9、 corporate development strategies in this article. Secondly, exterior strategic environment of petrochemical industries was analyzed from the angles of politics, economy, society and technology in the thesis, so potential threats and risks maybe encountered by petrochemical industries were also expo

10、sed. By means of Porters five forces Framework, the present competitive environment of petrochemical industries was analyzed at five aspects, which are new entrants, competitive rivals, threats of substitute products and the bargaining competence of suppliers and clients. Additionally, the validity

11、of the current strategies of daqing petrochemical company, impacted by exterior strategic environment, was evaluated by using Exterior factor Evaluate (EFE) Matrix in the paper. Thirdly, the interior environment of daqing petrochemical company was analyzed from two aspects of corporate resources and

12、 strategic capacity, and corporate resources comprise tangible, intangible, and human resources. The analysis of tangible resources emphasizes practicality, financial affairs and information construction; the analysis of intangible resource emphasizes corporate technological environment, corporate c

13、ulture and credit standing. As to - II - 哈尔滨工业大学工商管理硕士学位论文 the analysis of corporate strategic capacity, the main concern is the aspect of throughput, product capacity, or market competitive status of daqing petrochemical company. On the other hand, the functional advantages and disadvantages in the

14、 company is point out by applying Interior factor Evaluate (EFE) Matrix. Finally, based on the analysis about interior and exterior strategic environment for daqing chemical company, along with the application of SWOT analytical method, the development strategies of daqing petrochemical company are

15、established, moreover the strategic instructions, working objectives and competitive strategies are also given in the paper. In order to ensure the strategy plan carried out smoothly, the guarantee measures were put in practice in ten aspects, such as corporate resource distributing and optimizing,

16、product structure adjusting and upgrading, technique innovating, region developing jointly, information constructing, corporate securing and environment preserving, water and energy saving, human resource managing, corporate culture constructing, and so on.
