5、破坏和环境恶化的现实。绿色供应链管理的发展符合我国建设“资源节约型、环境友好型”社会的要求，符合现代社会发展中经济效益、社会效益、自然环境和谐发展的主流趋势，是解决我国自然资源短缺、生态环境受损、绿色壁垒阻碍等问题的有效途径。但是，绿色供应链管理在我国的发展还处于起步阶段，大部分企业由于资金压力、技术瓶颈、观念落后无意于进行绿色化转型。为此，绿色供应链管理在我国的发展需要政府的促进与推动，在其中，政府作用是必不可少的。 作为促进绿色供应链管理发展的推动者，政府必须充分发挥激励、监管、引导作用，借助经济、法律、行政等手段从利益诱导、监督管理、文化普及等方面促进企业的绿色化转型，力求打造出政府推动
6、、民众支持、企业自愿的三方协作局面。然而，我国政府在促进绿色供应链管理发展过程中自身仍旧存在着宏观调控内容不全面、监督管理体制不配套、认知引导方向不明确等问题。为有效促进绿色供应链管理的快速发展，帮助企业转变传统的生产管理方式，政府相关部门必须首先弥补自身不足、解决制约因素，以理念培育、政策引导、监督管理等手段作为政府作用发挥的着力点，竭力为绿色供应链管理的发展提供良好的环境和空间。 关键词：绿色供应链管理；循环经济；激励作用；监管作用；引导作用 硕士学位论文 III Abstract In a continuous process of development, air pollution,
7、 global warming, ozone layer depletion, lack of resources has become an indisputable fact. If humans do not take an active means to prevent and control this situation, then the environmental risks brought about by the economic development will eventually become a reality. Development of green supply
8、 chain management in line with the demand of building resource-saving and environment -friendly society，also in line with the mainstream trend of economic benefits, social benefits, the harmonious development in the development of modern society . Green supply chain management is an effective way to
9、 solve the shortage of natural resources, damage to the ecological environment, green barriers hinder and so on. However, green supply chain management is still in its infancy in our country, most enterprises do not want Green transformation because of financial pressure, technical bottlenecks and t
10、he idea behind. Therefore, in our country the development of green supply chain management need the governments guide and promote, the role played by the government in which it is essential. As a facilitator to promote the development of green supply chain management, the government must give full p
11、lay to the invigorative, supervision, and guiding function.The government must use economic, legal, administrative means by the interests of induced, supervision and administration, culture popularity to promote the companys green transformation, and strive to create a tripartite collaboration situa
12、tion by government promoting, public supporting and enterprise voluntary. However, the Chinese government in this process is still there is the absence of not comprehensive macro-control, supervision and management system is not supporting and cognitive guide the direction is not clear. If we hope t
13、o effectively promote the rapid development of green supply chain management, helping enterprises to transform their traditional production management methods, the relevant government departments must make up for their lack firstly. Government use the idea of nurturing, policy guidance, supervision
14、and management to provide a good environment and space for the development of green supply chain management.
