2、是按照不同地区、不同企业的平均水平制定的，以此为依据形成的工 程造价基本上属于社会平均价格。这种价格只可作为市场竞争的参考价格， 但不能充分反映出参与竞争施工企业的实际消耗和技术管理水平，不利于充 分发挥企业的积极性、能动性，提高企业素质竞争能力，体现不出竞争市场 所需求的“公开、公正、公平 的原则。因此，对这种工程计价模式的改革势 在必行。特别在我国加入 WTO 以后，随着全球经济一体化的进程，我国的 建筑市场将逐步融入国际大环境，建设工程计价行为也应与国际接轨。工程 量清单计价是国际上通行的，比较完善刚成熟的计价方法。实行工程量清单 计价，逐步形成以“市场形成价格、企业自主定价 的新格局，
