1、摘要城市发展的不同阶段由城市更新串联，随着城市化进程的不断推进，从最初的异地搬迁到货币实物安置并举再到城市更新，推动城市更新的因素逐渐增加，其辐射范围也越来越广。目前，土地资源被框定在一定范围内，如何实现城市发展的新目标，使多数城市突破传统的增量模式，在有限土地资源中寻求发展过程中的一大难题。本文对城市更新项目进行探究，且以上海市虹口区北外滩街道为例，探究城市更新中存在的问题，并提出相应的策略。文章采用文献资料法、案例分析法等多种研究方法对该问题进行了深入的研究。本文共分为五大部分，第一部分对国内外文献以及相关概念界定进行了论述，为后文的探究奠定了理论基础；第二部分对上海市城市更新历程和政策演
2、变进行了概述，包括房屋拆迁阶段、房屋征收阶段以及城市更新阶段，从整体上对上海市城市更新情况进行了概括；第三部分以虹口区北外滩街道城市更新为例，进一步论证了城市更新中存在的问题，同时对房屋征收存在的主要问题及原因进行了探究，指出房屋征收方面存在的主要问题是政策条文复杂难懂、资金及安置房源紧缺、城市空间结构变化、旧改政策执行不规范、对政策不理解、不理性等五方面，城市更新改造存在的主要问题为取得风貌保护与民生实惠之间的平衡、改造更新时间冗长、改造后居民的妥善安置问题、法律保护缺乏、缺乏整体规划五点；第四部分对国内外城市更新情况进行了分析，包括英国“社区建筑”城市更新、美国“社会建筑”城市更新以及深圳
3、市城市更新单元的制度创新与广州“三旧”改造城市更新模式；最后提出了上海城市更新对策建议，即合理制定城市更新总体规划、加快整体更新改造推动进度、积极推动相关法律法规规范、加大推进社区规划师制度以及提高居民对城市更新参与度。希望通过本文的研究可以推进上海城市更新，同时为其他城市提供一定的参考。关键词：城市更新;房屋征收;更新策略AbstractThe different stages of urban development are connected by urban renewal. With the continuous promotion of urbanization, from the
4、 initial relocation to housing resettlement and monetizedcompensation simultaneously to urban renewal, the factors that promote urban renewal are gradually increasing, and the radiation range is becoming wider and wider. At present, land resources are framed within a certain range. How to achieve th
5、e new target of urban development to make most cities break through the traditional incremental model in the limited land resources becomes a big problem. This paper explores the issue of urban renewal, and takes the North Bund Street in Hongkou District of Shanghai as an example to probeinto the pr
6、oblems in urban renewal and putforwardstrategies.The article uses the literature method, case analysis method and other research methods to conduct in-depth research on this issue. This paper is divided into five parts. The first part discusses the domestic and foreign literatures and related concep
7、t theories, which lays a theoretical principle for the later research. The second part summarizes the urban renewal process and policy evolution in Shanghai, Including house demolition stage ,house expropriation stage and urban renewal stage.And then the urban renewal situation in Shanghai is summar
8、ized as a whole. The third part takes the urban renewal of North Bund Street in Hongkou District as an example to further demonstrate the problems in urban renewal and housing expropriation. It points out that the main problems in housing expropriation are the complexity and difficulty of the policy
9、 article,the shortage of resettlement housing and fund, thechangesofurban spatialstructure, the lack of standardization of the implementation of policies,the ignorance of the policy. The author also indicates that problems in urban renewal are the contradiction between the protection of historical f
10、eatures and the protection of historical features, slow reconstruction progress, appropriate settlement of residents after rehabilitation, lack of legal support and overall planning. The fourth part analyzes the urban renewal situation at home and abroad, including the British “community building” ,
11、the US “social architecture”, the institutional innovation of urban renewal unit in Shenzhen and the urban renewal model of Guangzhous “three olds” transformation. Finally, this paper puts forward some countermeasures and suggestions for urban renewal in Shanghai, namely rationally formulating the o
12、verall plan for urban renewal, speeding up the process of renovation, formulating laws and regulations, promoting the community planner system, increasing residents participation in urban renewal.It is hoped that the research in this paper can promote the urban renewal in Shanghai and provide some r
