1、河南大学 硕士学位论文 我国乡镇政府建设乡风文明的职责研究 姓名：薛红艳 申请学位级别：硕士 专业：管理学、行政管理 指导教师：楚明锟 2011-06 I 摘摘 要要 乡风文明建设是社会主义新农村建设发展战略之一，是社会主义新农村建设 的精神灵魂，为新农村建设提供精神动力和智力支持。乡风文明的提出就是要求 改变农村过去滞后的文化、陈腐的风气，树立新的文明思想观念，创建时代风尚， 培养新型农民。乡镇政府作为建设社会主义新农村的直接执行者，要注重乡风文 明建设，不断推进乡村经济、社会、政治、文化等全面发展。 在农村建设中乡风文明常常容易被忽视，这偏离了新农村建设的宗旨。乡镇 政府如何推进乡风文明建
2、设就成为新形势下全面发展社会主义新农村的重要任 务。那么，在乡风文明建设中职责缺失的表现有哪些，原因又何在，提升乡镇政 府建设乡风文明职责的对策是什么，这些深一步的研究对于促进新农村建设、贯 彻落实科学发展观和推进服务型乡镇政府建设具有重要的意义。 该课题主要是对乡镇政府建设乡风文明的职责进行研究，首先引言是对本文 的研究背景、研究的目的意义、研究的内容框架和前人的研究成果进行了综合分 析，进而为正文部分展开做必要的铺设。第二部分是对乡镇政府职责和乡风文明 建设的相关概念和理论进行分析。 第三部分阐述了乡风文明建设中乡镇政府职责的实然性。尽管乡镇政府在乡 风文明建设中发挥着重要作用，但由于长期
3、侧重经济发展，致使乡镇政府在乡风 文明建设中职责缺失，主要表现在社会管理、文化管理和公共服务三个方面。 第四部分针对乡镇政府职责缺失的问题追究根源，主要从乡镇政府管理理念、 基层干部素质、乡镇政府财政、政绩考核制度、农村自治组织和农村文化建设等 因素展开分析乡风文明建设中乡镇政府职责缺失原因。 第五部分是根据乡镇政府乡风文明建设的职责缺失表现及原因，提出了实现 乡镇政府建设乡风文明职责的对策：首要问题是重视乡风文明建设、确立为民服 II 务意识和提高社会管理意识，树立正确政府管理理念对新农村建设的全面、和谐 方向发展起到思想引导作用；创建学习型乡镇政府、加强干部培训、提高基层干 部队伍素质、调
4、整队伍结构等更适于在新农村建设过程中为乡风文明建设提供人 才保障；建立财政保障机制，确保乡镇政府乡风文明建设，一方面要增加财政支 持力度，另一方面要完善乡镇财政体制；完善乡镇政府政绩考核制度，坚持科学 发展观的政绩考核机制，要让更多民众也参与到政府考核中，实现政府做事，群 众满意的政绩考核体系；在新农村建设过程中乡镇政府注重网络治理，整合社会 资源，积极引导村民自治和社会组织力量；最后就是要加强农村文化建设，乡镇 政府要着力提高农民文化素质，推进农村文化建设，倡导新风尚，提升他们的精 神追求。如此，乡镇政府必然成为高效、人民满意的学习型和服务型乡镇政府。 关键词：关键词：乡镇政府，乡镇政府职责
5、，乡风文明建设 III ABSTRACT The construction of countryside custom civilization is one of the strategy of building new socialism rural area, which provides spiritual motivation and intellectual support to it. The construction of countryside custom civilization is the request of changing rural past lagging
6、culture and corruption of rural atmosphere, establishing the new civilization ideological concepts、 creating era fashion and cultivating new peasants. Township government as a direct executor of building the new socialist countryside, should focus on countryside custom civilization construction, and
7、 continuously promote the rural economic, social, political and cultural development. Construction in rural areas, the construction of countryside custom civilization is easily overlooked, deviated from the purpose of building new countryside. How to promote the construction of countryside custom ci
8、vilization for the township government in a new situation is an important task of rural development. Then, what is responsibility of township government building orientation in the construction of countryside custom civilization？What is the performance of the missing responsibility? What are the rea
9、sons? What is Strategy of strengthening responsibility to promote the construction of countryside custom civilization. All these further researches are of great significance for improving rural lagging rural wind, promoting the new rural construction, promoting integration of urban and rural areas,
10、implementing the scientific development concept and building a harmonious society. The topic mainly studies the responsibility of township government from the view of the construction of countryside custom civilization. The first part is the correlation analysis of the township IV governments respon
11、sibility and the construction of countryside custom civilization, to further emphasize interaction between the responsibility of township government and the construction of countryside custom civilization. The second part describes the real probability of the township governments responsibility in t

Although the township government play an important role in promoting the construction of countryside custom civilization, but the township government neglects, resulting in the township governments missing responsibility in the process of the const
13、ruction of countryside custom civilization, mainly in three parts: social management responsibility, cultural management responsibility, public service responsibility.
