3、ool of Management Date of Defence: June, 2009 Degree-Conferring-Institution: Harbin Institute of Technology 哈尔滨工业大学管理学硕士学位论文 摘 要 药品集中招标采购政策是中国医药体制改革中的一个配套性政策,目的是为了解决药品价格过高及药品采购中的腐败问题,从 2000 年颁布实施到现在,其效果已初见端倪。其中,评标是关系着药品招标采购工作成功与否的一个最重要的环节。所以,研究更合理的评标方法对加强招标评标工作的科学化、透明化,防止招标工作中的不正之风,提高招标工作质量,具有十分重要的意
4、义。 本文首先针对药品集中招标采购的现状,探讨了评标方面存在的问题,指标体系还不够合理,用定性和定量相结合的综合评分法进行评标也存在诸多弊端。其次,对比分析了实际操作的各种评标方法以及正在理论研究中的各种综合评价方法。在目前的政府采购中,最低评标价法、综合评分法和性价比法是在实际操作中应用最广泛的,但这些方法的缺陷都比较明显;正在研究中的理论评标方法有层次分析法、灰色关联度法、模糊综合评价法、神经网络法等,这些方法比较科学和完善,但是目前的应用研究领域都局限在工程项目招标、电力物资招标等大型招标项目上,而药品作为与人的生命息息相关的物品,在招标采购过程中,不论是从指标体系,还是评标方法都有其独
5、特的地方。本文分析总结了近 10 年来药品招标采购的评标体系并结合药品的特点,建立了一个新的评标指标体系,考虑到药品招标采购项目开展时间还不长,对专家的主观依赖性比较大,用层次分析法进行了权重的确定,并采用基于灰色关联度分析的灰色综合评价法进行评标。最后,把建立的评标体系和评标模型应用在黑龙江省直属及哈尔滨市第六轮药品招标采购中,取得了良好的效果。关键词:药品集中招标采购;评标方法;灰色综合评价法;层次分析法I哈尔滨工业大学管理学硕士学位论文 Abstract The drugs bidding and procurement policy is a matching policy to Ch
6、inese reformation of curative system, in order to solve the problem of high medicine price and corruption in the procurement process. From the implementation in 2000 to the present, it has shown the inkling of its effects. In the whole tender process, the bidding evaluation is the most important asp
7、ect which decide the success of medicine bidding and procurement project. Therefore, research on the more reasonable bidding-evaluation method means quite a lot to improve the science and transparent of the procurement and to prevent the unhealthy tendency, and improves the quality of the bidding wo
8、rkFirstly, this paper focused on the current situation of drugs bidding and purchasing, and then talked about the problems in bidding-evaluation. The index system wasnt reasonable, and the comprehensive scoring method which was a method considering the qualitative and quantitative factors had many d
9、rawbacksSecondly, the paper made comparative analysis of the bidding-evaluation methods in use and the comprehensive evaluation methods in theory. In the current government procurement, the lowest price assessment method, the composite score and cost-effective method were used most widely, which had
