3、菜”的美誉 , 生产的”甘旭”牌水晶红富士苹果经过了国家绿色食品认证。可是 , 由于来自内外环境的制约 , 农业招商引资的发展比较缓慢 , 产业链的形成缺乏有力支撑和强劲动力, 从农业大县向农业强县的转变举步维艰。本文以镇原县农业招商引资现状为基础 , 以科学的 swot 研究方法为指导 , 全面分析了镇原县农业招商引资的制约因素 , 制定了切实可行的对策措施 , 能够为地方政府转变思路提供决策参考 , 对其它地区开展农业招商研究具有借鉴价值。主要有三个方面 :( 1) 在认真分析群众排商重主要原因的基础上 , 有针对性地提出了树立政府诚信的对策措施 , 制定农业发展奖励办法 , 兑现引资承诺
4、和条款 , 提高群众参与招商引资的积极性 , 吸引客商前来投资 ; ( 2) 详细阐述了政策扶持力度小的现实表现 , 主要有政策雷同性资料内容仅供参考，如有不当或者侵权，请联系本人改正或者删除。比较强、缺乏分产业政策和落实不够彻底等几个方面。针对这些问题 , 本文提出了出台差异化的优惠政策, 突出政策的产业属性, 并研究成立政策落实的专门工作机构, 为群众和客商提供快捷、舒心的服务 ;( 3) 针对苹果、杏子、黄花菜等优势农业资源普遍存在的品种杂乱、规模片区少和产品附加值低等问题, 本文提出了经过与大中专院校合作优化品种, 根据地理和气候条件分片区规划农业种植和不断扩大集中发展规模等应对策略,

It can make up for the lack of technology, capital and talent for government. Zhenyuan has rich agricultural resources and varieties such a
7、s apple, apricot and aaylily, for which it has been named as China apricot township and Zhenyuan DayLily. Production of GanXu brand apple had passed the national green food certification. However, due to constraints of internal and external environment, agricultural investment has been slow relative
8、ly. As a result, there are not strong support and power to form industrial chains. The way is long for Zhenyuan to transfer from a big agricultural county to a strong one. Based on situation of agricultural investment, in this paper, the author has analyzed problems of agricultural investment compre
9、hensively and developed practical countermeasures in SWOT.
