International and Domestic Backgrounds for the Establishment of the Center Over the recent years the energy issue has become a hot spot of governmental, academic and even public attention. T

3、he long periods of development, large amounts of investments and high risks of the energy industry and energy technologies requires continuous strategic research, integrated top-level design and prospective deployment on the energy issue. The Energy Research Center at Fudan University is a trans-dis

4、cipline platform for academic researches and it fully incorporates the research power of Fudan University in the fields of energy economics, energy finance, energy politics and energy and environmental studies. The center will endeavor to conduct academic research and international cooperation in th

5、e field of energy sciences, providing policy/decision-making consulting services for enterprises and the government. As an exhaustible strategic resource, energy plays a vital role in the economic development, national security and environmental protection of any country. The two energy crisis of th

6、e 1970s and 1990s and the staggering economic development of major petroleum consumption countries that accompanied the crisis has fully revealed the close relations between energy and economic development: it serves as a propellant but may also appear as a constraint. After the millennium the world

7、 energy supply and demand structure, industrial patterns, price system and transaction mechanism are undergoing a round of deepening transformation. The post-industrial developed countries feature a slowing growth of energy demand, while their control over international energy industries and resourc

8、es strengthening. For China, which is witnessing a progressing industrialization, energy has become an underlying bottle neck for development. Chinas economic quantum leap over the past 30 years is the victory of capital and labor, though at the expense of resources, energy in particular, at a low e

9、fficiency. The world has suffered from a high crude oil price since 2003 and the domestic prices of crude oil, petroleum products and energy supplies such as natural gas and electricity have also been soaring. Due to the long industry chain of energy products, the continuously soaring energy prices

10、will cast profound and prolonged impacts upon China, which is witnessing a booming total energy demand and lingeringly low energy productivity. By 2006, the goal of conserving 20% of energy in 5 years, part of the 10th Five Year Plan, was not achieved, and the pressing energy issue has become immine

11、nt. As for Shanghai, two out of its six pillar Energy EconomicEnergy Economics, Energy Finance, Energy Politics, Energy & Environmental Studies Energy Finance, Energy Politics, Energy & Environmental Studies industries are energy-intensive, and with the on-going urbanization, the energy consumption

12、of construction, transportation and commerce are all on the rise. All these factors have added to its economy risks under the high oil price. The center aims at pushing forward researches in such fields of energy economics, energy finance, energy politics and energy and environmental studies, etc.,

13、in China. Fudan University boasts strong research teams in the fields of economics, finance, political and environmental sciences and thus is capable of focusing on the energy issue from a multi-disciplinary perspective. However, over the time Fudan University did not establish a systematic research

14、 platform on energy issues. With the forwarding reform of Chinas energy market, the fluctuation of energy product prices and the demand- supply impacts have increasingly shown characteristics of a market economy instead of a planned economy. Positioning itself as the future international financial c

15、enter, Shanghai will become the main battle ground of Chinas energy futures transactions, but the domestic energy research institutes rarely feature specialization in the fields of energy economics and energy finance, which obviously suggests that both of the two disciplines are falling behind the m

16、arket demands. It is in correspondence to this tendency that the Energy Research Center at Fudan University shall fully utilize the academic resources of Fudan University School of Economics and conduct researches centering Energy Economics and Energy Finance so as to form it as a dynamic and innovative disciplinary growth point and provide support for policy making of the government and decision making of enterprises.
