1、上海交通大学硕士学位论文航天制造企业管理变革实践问题研究姓名：何文松申请学位级别：硕士专业：工商管理指导教师：吴迪20050612航天制造企业管理变革实践问题研究摘 要随着改革开放的日益深入国有军工企业也必然要走市场经济的道路必然要适应环境的变化不断提高企业的运营效率从企业发展及经营的需要企业必须建立适合产品与市场特征的运营机制因此本文主要以某国有航天军工企业为背景研究企业管理变革与提高运营效率过程中所遇到的实践问题以及解决方法航天制造企业承担着国家航天领域的大型系统工程产品的研制任务产品的特殊性使得该企业长期以来与市场处于隔离的状态企业的管理体系也一直按照计划经济年代的模式运行随着改革开放的
2、深入军事工业的改革步伐也不断加快企业的外部环境发生了深刻的变化企业的决策层审时度势及时调整了企业的发展战略提出了巩固主业优势培育核心能力着眼多元发展寻求新的突破的经营新战略基于传统大量生产方式与职能分工的组织体制越来越暴露出对市场反应缓慢的弱点经营战略的调整带来了对企业运营体系与管理模式 变革的要求本文正是以这样的经营战略变化为背景研究企业在新的环境下如何实现运营效率的提高与相关管理体系的改进根据企业及产品的特点论述了管理变革的必要性以及方法提出了对该企业运营体制和机制进行变革的思想并通过对企业管理模式产品特点人员素质系统运作等方面的研究提出了提高企业运营效率的措施以及组织体制及机制变革方案文
3、章研究了企业体制与机制变革的背景变革的思路提出了实施矩阵制组织结构和经济责任制的具体方案实施的途径及过程分析了变革使企业的运营效率得到了大幅改进取得了明显效果最后总结了具有普遍意义的观点和方法本课题的研究将有助于该企业建立真正适合生产大型复杂系统产品的运营流程并不断提高运营效率的管理体系同时对类似企业的体制机制的创新不断提高企业运营效率会起到一定的借鉴作用关键词 航天企业 管理变革 运营效率MANAGEMENT REFORM RESEARCH OFAEROSPACE MANUFACTURE ENTERPRISEABSTRACTWith the development of reform and

Therefore, with the background of acertain state-owned aerospace enterprise, the article relates to thepractical problems which occurred in research on enterprise managementreform, operation efficiency increase and the solutions.Aerospace manufacture enterpri
6、se undertakes research andmanufacture of large-scale systematic project and its products. Because ofthe speciality, the enterprise had always been in the isolated state frommarket for a long period, and its management system had been running inthe pattern of planned economy. With the development of
7、reform andopen up, the reform pace of war industry is quickening continuously andthe external environment has greatly changed. The decision-making levelconsidered the situation, duly adjusted the develop strategy and proposedsuch new business strategy as “Strengthen primary business advantage,develo
8、p core ability, focus on multi-development, seek new breach”. Asmore and more disadvantages of slow market reaction were exposed fromthe traditional large-scale manufacturing method and organization systemof functions division, the adjustment of business strategy meets therequirements of enterprise
9、operation system reform and managementpattern reform. Just based on such strategy change, how to increaseenterprise efficiency and improve related management system in newsituation are discussed in this article.According to the characteristics of the enterprise and its products,the necessity and met
10、hods of management reform are discussed in thearticle. It is demanded that operational and structural system should bereformed. With research on management pattern, product character, staffquality and system operation, the measures of increasing efficiency andthe scheme of reforming structural syste
11、m are proposed.With the discussion of background and thoughts of enterprise systemreform, the specific plan, implementary approaches and course ofexecuting rectangular configuration and economic responsibility systemare put forward. It is analyzed that reform increased operation efficiencygreatly an

Finally the universal viewpointsand methods are concluded in the article.Such research and discussion will be assisted in establishing properproductive process of large-scale complicated system and continuouslyincreasing operation efficiency. 15、践问题研究1前 言中国经济经过多年的高速增长各传统产业已趋于成熟产业竞争不断加剧多数产业的利润率趋于下降几乎所有的企业都感受到经营环境的严峻国有企业所受的影响首 当其冲目前国内需求不足的矛盾依然突出投资需求的增长并不稳固对经济增长的拉 动也很有限这也在很大程度上对深化国有企业改革形成制约此外经济增长方式的转变 也在转换经营机制调整发展战略提高企业管理水平加快技术进步优化组织结构深 化内部改革和节约挖潜等方面对国有企业提出了更新更高的要求 国有企业作为国民经济的主导力量对于实现工业化探索新型工业化的道路承担着 主要的责任尤其是国有经济的作用已经定位于关系到国民经济命脉的基础产业领域向社 会提供公
16、共产品的领域关系国防安全的军事工业领域以及关系到国家竞争力并具有战略性的高新技术产业领域这些产业都是发展国民经济的基础对于我国工业化的推进速度起 着主导的决定性的作用目前我国的国有大中型企业当中有的刚刚解决脱困问题有的 还主要依靠行业垄断有的技术创新能力不足有的管理水平落后在这种情况下为了更 好地完成国有企业所肩负的历史使命必须下大力量解决好国有大中型企业的可持续发展问 题实践证明深化国有企业改革必须与转换企业经营机制加强企业管理很好地结合起来 只有引入竞争机制强化激励与约束充分调动企业经营者和广大职工的积极性才能提高企业的效率和效益增强企业的竞争力才能取得更好的效果在加强企业内部管理方面 重点应放在加快企业管理现代化信息化建设加强和改进企业质量成本营销管理进 一步建立健全科学的严格的企业管理制度等方面国有企业在强化各项专业管理抓好以 战略管理为重点的综合性管理的基础上还要根据公司制改造的要求及时调整企业内部的管 理组织结构航天企业
