1、 I II I 摘摘 要要 土地整治是土地资源合理利用的重要保障，目前，我国总体上已经迈入了以工业反哺农业、城市反哺农村的发展阶段。国际金融危机后，随着我国不断扩大内需，进一步推进城镇化发展，导致土地资源紧缺，生态环境脆弱等一系列问题。土地资源的合理利用面临着重大挑战，土地整治面临着新的发展机遇。新一轮土地整治规划受到国家领导的高度重视，全国土地整治规划已被列入“十二五”规划，2010 年财政部与国土资源部与十个省就推进土地整治示范达成协议，未来三年仅国家财政针对这十个省的投入就高达 260 亿元。可见土地整治的作用和地位都得到了进一步的提升。面临新形势的挑战，国内专家、学者、业内人士分别土地
2、整治的内涵、土地的权属、土地整治分区、土地整治的模式、土地整治的融资体系等不同的角度进一步对土地整治分析研究。针对土地整治模式的紧迫性和必要性，一些学者针对部分省市（江苏、安徽等）进行实地调研，探索不同地域的土地整治规划和土地整治分区。但现有的研究分区方法有一定得局限性，各研究都是从自身学科的角度为出发点，且大都停留在理论层面上，实际应用的做法也相对保守单一，缺少对土地整治分区系统综合、理论结合实践的研究。对新一轮土地整治规划大背景下的土地整治分区研究的意义是重大的且必要的。本文采用聚类分析、主成分分析和综合分析法相结合的方法，遵循地域分异、土地利用效益最佳、主导因素与综合分析相结合的原则，构
3、建六安市土地整治分区指标体系。通过系统优化使所选指标更加合理，得到六安市土地整治分区结果，本研究将六安市划分为 3 个土地整治分区：北部沿淮平原区、中部江淮波状丘岗区、南部大别山山丘区。在分区的基础上，结合实际情况，各个区域提出不同的整治方向和重点，北部沿淮平原区主要是加大农用地整治，增加耕地面积和提高耕地质量，大力建设高标准基本农田，打造六安市优质商品粮基地。中部江淮波状丘岗区的具体做法是加大农村建设用地整治，清理农村闲置建设用地，并且向中心村和镇集中，同时做到城区建设用地集约节约利用，整治城区内部的城中村和旧城区、旧街道，让工厂和企业逐步迁入六安市经济开发区和叶集试验区，提高土地利用率。南
4、部大别山山丘区是六安市生态保护区，该区域生态环境较脆弱，所以整治方向和重点是限制建设用地扩张破坏原有生态环境，适宜开发宜耕未利用土地资源，逐步退耕还林，恢复原有生态，加大水源地保护，构建以金寨、霍山为核心的水源涵养功能区。 关键词关键词： 六安市，土地，土地整治，分区 II AbstractAbstract Land regulation is an important assurance for rational utilization of land resources. Now, our country has been in the overall industry nurturing

6、ge for the rational use of land resources, land regulation is facing the new development opportunities. Our countrys leadership attach great importance to the new round of land renovation. The national land renovation plan has been included in the “twelfth five-year“ plan, the ministry of finance an
7、d the ministry of land and resources have reached an agreement about land regulation with the ten provinces in 2010, the state financial support the ten provinces as high as 26 billion over the next three years. Its visible, the role and position of land regulation has been further improved. Facing
8、the challenges of the new situation, the experts and scholars study the land regulation from different perspective, such as land ownership, financing system of land regulation, land regulation patterns. In view of the urgency and necessity of land reclamation mode, some scholars go to some provinces
9、 (Jiangsu, Zhejiang, Liaoning, Anhui, etc.) for site surveys, to explore the different characteristics of different areas of land reclamation mode. But the existing research model has certain limitations, all research study it from the viewpoint of self and stay at the theoretical level, lack of com
10、prehensive land management mode system, integrating theory and practice research. Its important and necessary. to against the background of the new round of land reclamation planning of the significance of land reclamation mode.The article uses cluster analysis, principal component analysis and the
11、method of comprehensive analysis method, with the dominate factor of regional differentiation the best benefits of land utilization, and comprehensive analysis to build partition index system of land regulation of Liu an. The indicators will be more reasonable through system optimization, then get t
