We, the Heads of State and Government of the Federative Republic of Brazil, the Russian Federation, the Republic of India, the Peoples Republic of China and the Republic of South Africa, met in Sanya
2、, Hainan, China for the BRICS Leaders Meeting on 14 April 2011.我们，中华人民共和国、巴西联邦共和国、俄罗斯联邦、印度共和国和南非共和国的国家元首和政府首脑，于年月日在中国海南省三亚市举行金砖国家领导人第三次会晤。2. The Heads of State and Government of Brazil, Russia, India and China welcome South Africa joining the BRICS and look forward to strengthening dialogue and coop
3、eration with South Africa within the forum.中国、巴西、俄罗斯、印度的国家元首和政府首脑欢迎南非加入金砖国家，期待与南非在这一论坛内加强对话和合作。3. It is the overarching objective and strong shared desire for peace, security, development and cooperation that brought together BRICS countries with a total population of nearly 3 billion from different

BRICS aims at contributing significantly to the development of humanity and establishing a more equitable and fair world.致力于和平、安全、发展、合作的宏伟目标和强烈的共同意愿使我们拥有近亿人口的个国家从不同的大洲走到一起。金砖国家着眼于为人类社会发展以及建设一个更加平等和公正的世界做出重要贡献。4. The 21st century should be marked by peace, harmony, cooperation and scient

Under the theme Broad Vision, Shared Prosperity, we conducted candid and in-depth discussions and reached broad consensus on strengthening BRICS cooperation as well as on promoting coordination on international and regional issues of common interest.世纪应当成为和平、和谐、合作和科学发展的世纪。我们以“展望未来、
6、共享繁荣”为主题，就加强金砖国家之间的合作及共同关心的国际和地区问题进行了坦诚深入的讨论，达成广泛共识。5. We affirm that the BRICS and other emerging countries have played an important role in contributing to world peace, security and stability, boosting global economic growth, enhancing multilateralism and promoting greater democracy in internation
7、al relations.我们坚信，金砖国家和其他新兴国家在维护世界和平、安全和稳定、推动全球经济增长、加强多边主义、促进国际关系民主化方面发挥了重要作用。6. In the economic, financial and development fields, BRICS serves as a major platform for dialogue and cooperation. We are determined to continue strengthening the BRICS partnership for common development and advance BRIC
8、S cooperation in a gradual and pragmatic manner, reflecting the principles of openness, solidarity and mutual assistance. We reiterate that such cooperation is inclusive and non-confrontational. We are open to increasing engagement and cooperation with non-BRICS countries, in particular emerging and
9、 developing countries, and relevant international and regional organizations.金砖国家是各成员国在经济金融发展领域开展对话与合作的重要平台。我们决心继续加强金砖国家共同发展的伙伴关系，本着开放、团结、互助的基本原则，以循序渐进、积极务实的方式推进金砖国家合作。我们重申这种合作是包容的、非对抗性的。我们愿加强同其他国家，特别是新兴国家和发展中国家，以及有关国际、区域性组织的联系与合作。7. We share the view that the world is undergoing far-reaching, compl
10、ex and profound changes, marked by the strengthening of multipolarity, economic globalization and increasing interdependence. While facing the evolving global environment and a multitude of global threats and challenges, the international community should join hands to strengthen cooperation for com
11、mon development. Based on universally recognized norms of international law and in a spirit of mutual respect and collective decision making, global economic governance should be strengthened, democracy in international relations should be promoted, and the voice of emerging and developing countries
12、 in international affairs should be enhanced.我们一致认为，当今世界多极化、经济全球化深入发展，各国相互依存加深，世界正经历深刻、复杂而巨大的变化。面对不断变化的全球环境以及各种全球性威胁和挑战，国际社会应同舟共济、加强合作、共同发展。各国应依据公认的国际法准则，在相互尊重、集体决策的基础上，加强全球经济治理，推动国际关系民主化，提高新兴国家和发展中国家在国际事务中的发言权。8. We express our strong commitment to multilateral diplomacy with the United Nations pla
13、ying the central role in dealing with global challenges and threats. In this respect, we reaffirm the need for a comprehensive reform of the UN, including its Security Council, with a view to making it more effective, efficient and representative, so that it can deal with todays global challenges mo
14、re successfully. China and Russia reiterate the importance they attach to the status of India, Brazil and South Africa in international affairs, and understand and support their aspiration to play a greater role in the UN.我们致力于推动多边外交，支持联合国在应对全球性挑战与威胁方面发挥中心作用。为此，我们重申，需要对联合国包括安理会进行全面改革，使其更有效、更有代表性，以更成

We underscore that the concurrent presence of all five BRICS countries in the Security Council during the year of 2011 is a valuable opportunity to work closely together on issues of peace and security, to strengthen multilateral approa
16、ches and to facilitate future coordination on issues under UN Security Council consideration. We are deeply concerned with the turbulence in the Middle East, the North African and West African regions and sincerely wish that the countries affected achieve peace, stability, prosperity and progress and enjoy their due standing and dignity in the world according to legitimate aspirations of their peoples. We share the principle that the use of force should be
