1、华中农业大学2 0 0 6 届硕士学位论文；粮食补贴政策的绩效评价捅要粮食是一种特殊的商品，它不仅具有一般商品的属性，更具有重要的社会属性，是一种战略物资，对国家的发展及政治稳定起着无法替代的作用。由于粮食的重要性以及粮食产业的弱质性，各国均采取不同的政策来保护和支持粮食产业，粮食补贴就是其中的一种。我国粮食补贴政策已实施多年，经历了对粮食消费者进行补贴到实施粮食保护价制度保护粮农利益的过程，而近几年粮食补贴政策正逐渐减少“暗补”比侧，加大“明补”力度，主要做法是对粮食进行直接补贴。这样做，一方面是为了提高补贴效率，更好地达到补贴政策的目标；另一方面则是适应加入W T O 的国际形势，使补贴政
2、策符合W T O 规则。在现行粮食补贴政策下，全国各地选用的补贴模式在补贴品种、补贴依据、补贴规模、补贴标准和补贴对象等方面存在很大的不同，这一方面是由于我国幅员辽阔的特殊国情所致；另一方面则是由于各地缺乏对各种补贴模式孰优孰劣的实践比较和先验指导，致使我国粮食补贴政策在实际执行中存在一系列问题。本文的主要目的就是对现行粮食补贴政策绩效进行系统评价，以期在此基础之上提出切实可行的解决办法。本文共分为六章，结构安排如下：第一章为导言部分，提出了论文的研究背景，阐述了和本研究相关的国内外研究动态，紧接着说明了研究框架及方法；第二章对粮食补贴理论进行了系统的阐述，包括相关概念的界定、农业补贴的一般理
3、论及粮食补贴的理论依据；第三章基于对我国粮食补贴政策演变历史的介绍，分析了我国原有粮食补贴政策存在的缺陷，介绍了现行粮食直接补贴的具体内容并进行了分析比较；第四章是本文的重点，对我国粮食补贴政策的绩效进行了具体的评价。结合大量的资料分析了如下内容：各种粮食补贴政策作用效果的经济学解析以及现行粮食补贴政策的绩效问题；第五章分析国外粮食补贴政策的具体内容，特别是发达国家在W T O 规则的约束下制定的补贴政策，以及对我国的启示；第六章则对进一步发展和完善我国粮食补贴政策提出了几点政策建议。关键词：粮食补贴；政策绩效；绩效评估华中农业大学2 0 0 6 届硕士学位论文：粮食补贴政簧的绩效评价A b
