1、 I 摘 要 随着我国体制改革的深入和经济结构步伐的迈进，各种食品安全突发性事件 不断增多。近年来， “苏丹红” 、 “地沟油” 、 “三聚氰胺”等严重威胁到人类生命和 健康的有毒有害物质频频进入人们的视野。2008 年，三鹿“三聚氰胺”毒奶粉让 全国各地大量婴幼儿患上“肾结石” ，2010 年,“三聚氰胺”奶粉卷土重来，食品 安全领域形势严峻，食品安全问题已经成为最突出的社会安全问题。频繁的食品 安全突发事件，极大考验的是政府的应对能力。 本文依据近年来食品安全突发事件的特点和针对中国食品安全应急管理的现 状，在借鉴西方发达国家经验的基础上，对比分析了我国食品安全突发事件应急 管理建设的不足
2、，提出了一套关于完善我国的食品安全应急管理的对策。本文主 要内容有：首先分析了此论题的提出背景、研究意义以及国内外研究现状；第二 部分是对关于食品安全突发事件的相关概念进行界定，包括食品安全突发事件和 应急管理，然后阐述了市场失灵理论、危机理论、监管理论。第三部分是对我国 食品安全突发事件应急管理存在的问题的分析；第四部分介绍了西方发达国家如 美国、加拿大、英国等国家应急管理的经验与特点。第五部分针对我国应急管理 的现状，提出了在我国食品安全突发事件的对策：完善政府应急管理机制、加强 应急管理队伍建设、建立应急保障体系、提高应急管理透明度等。 关键词：食品安全，突发事件，应急管理 II ABS
