3、ffering-Institution： Harbin Institute of Technology 哈尔滨工业大学工商管理硕士学位论文 - I - 摘 要 目前，地方债务存在举债融资不 规范、 监管不到位、行业偿债能力弱、测评机制以及防范机制 缺失等问题，有一定的风险隐患。本文以 D 市为例研究三线城市 地方债务 的 风险水平 。 首先，阐述当前 D 市地方债务状况，分析 其 风险，包括 偿还风险 、 债务风险影响政府威信 、 社会稳定 、 宏观经济运行 乃至金融风险等 ， 进而深入分析其 形成的 历史以及现实 原因 。 接着，采用定量与定性相结合、实证与理论相结合的等研究方法，对“十二五
4、”时期 D 市地方债务规模进行测算，包括“十一 五”时期的存量债务的影响和“十二五”新增债务。 前者 利用 EXCEL， PMT 函数，计算 债务本息和 获得，后者 由地方政府投资资金需求与地方政府投资能力 的差额 获得。 通过情景假定对 D 市地方债务压力 测试 ： 不同经济增长视角下的债务风险 、不同 中央与地方 支出 责任分担格局 下的 债务风险 、不同 政府与市场公共投资边界 下的 债务风险 ，以达到测算 D 市 地方债务风险 的目的 。 最后，比较 压力测试 负债率、债务率、再融资率等风险指标的变化，得出结论：“十二五”时期 D 市地方债务风险虽然总体可控，但部分指标显示 债务压力持
5、续走高，形势不容乐观，有必要多管齐 下、疏堵结合， 通过 保持适当经济发展增速 、上级 向下转移部分财力 、 市场参与公共投资领域的投融资等措施，以 缓解地方政府债务压力 。 据此， 提出相关 的风险 防范对策与建议 。 关键词 ：地方债务； 风险预测 ；防范对策； 哈尔滨工业大学工商管理硕士学位论文 - II - Abstract At present, the local government debt exists some problems : for example, the regulatory is not standard, the regulation is not in p
6、lace, the industry debt-paying ability is weak, the evaluation mechanism and prevention mechanism is lack and so on. There are lots of potential risks. This article takes city D as an example of three line city to study government debt risk level. First of all, this article introduces local governme
7、nt debt situation in city D, explains its risk, including repayment risk,debt risk influence the government prestige, social stability, macroeconomic and financial risks, then analyzes the formation of historical and realistic reasons deeply. Then, calculates the local government debt scale of City
8、D in 12th Five-Year Plan, which is including the effect of stock debt from eleven five period and new debt in twelve five period. The former uses the PMT function of EXCEL, to calculate and sum the principle and interest. The latter is the reduction by local government investment needs and local gov
9、ernment investment capacity. It tests local government debt pressure through scenario assumed for City D: debt risk of different economic growth from the perspective, debt risk under different central and local expenditure responsibility pattern, and debt risk under different market and government p
10、ublic investment boundary, in order to calculate local government debt risk of City D. Finally, compare the risk index changes of testing debt ratio, debt ratio and refinancing rate, come to the conclusion : local government debt scale of City D in twelve five period is overall controlled, but some
11、indicators display debt pressure continues increasing, the situation is not optimistic. It is necessary to use varies of methods in order to ease the local government debt pressure, such as maintaining proper economic growth, downward shifting part of financial resources, market participation in pub
12、lic investment in the field of investment and financing.
