2、ofconventionalenergyandwarmglobalclimate,thewholeworldisplungedintothedevelopmentandutilizationofnewenergyandrelatedtechnologyresearches.Chinaisrichinnewenergyandrecyclableenergyresources.NewenergydevelopmentisthesocialresponsibilityforChinasnationalenterprises.Thegovernmenthasstipulatedpoliciesandr
3、egulationsfavorablefornewenergydevelopment,proposed12measuresforenhancingenergysavingandconsumptionreduction,andcalledforoptimizationofenergymix.Recently,stateministriesandcommissions,suchasMinistryofFinanceandStateAdministrationofTaxation,hadsuccessivelyissuedpolicesinfavorofoptimizationofenergymix
4、.Thesepoliciesaresuretofacilitatethedevelopmentofnewenergy.Presently,thescaleofChinasnewenergyindustryisrathersmall,especiallycomparedwiththatofdevelopedcountries.Therefore,CNPCdevelopingnewenergyonitsownisdoomedtoencounterfiercechallenges.Manyoilgiantsworldwidearetransformingfrompureoilcompaniestow
5、ardsintegratedenergycorporationsbyinvestingmoremoneythaneverbeforeinsearchingfornewenergysources.ThreeChinesenationaloilcompanies,CNPC,Sinopec,andCNOOC,arealsoacceleratingtheirpacesindevelopingnewenergysources,amovethatmightshufflethecardslaidoutbytheascendingnewenergyindustryandbringaboutwithitthei
6、nevitableinvestmentrisks.ChineseprovincessuchasSichuan,Yunan,Hainan,Shandong,andInnerMongolia,havealreadyshowedtheirambitionsofbecominggreenenergyprovinces.PetroChinaplaysthealternativeenergycardChinaNationalPetroleumCompany(CNPC)hasalreadyfounditstargetforitsnewenergydevelopment.Beingatraditionalen
7、ergymajorinChina,thecompanyhasextendedintothedomainofnewenergy.Itisplanedthatbytheyearof2020,thecompanywouldinvestmorethan10billionRMBinnewenergydevelopment,includinglargescaleproductionofcoalbedmethane,explorationofterrestrialheatresources.R&Pofoilshaleandcoalbedmethane,anddevelopmentofterrestr
8、ialheatenergyandwindenergy.Furthermore,thecompanyhaslaidasoundfoundationforalargescaledevelopmentofnewenergythroughfullypreparationinsixaspectsincludingoilshale.ThecompanyhasbeenattachinggreatimportancetothedevelopmentofreproducibleenergyandhadplayedthealternativeenergycardasearlyastheEleventhFiveYe
9、arPlanperiod.DevelopmentofreproducibleenergywasincorporatedintothethreekeystrategiesofcompanysEleventhFiveYearPlan.Thecompanyplanstoachievea2-milliontonethanolproducingcapacityfrom2010to2015soastomaintain40%ofthecompanysshareinChinasgasolinemarket.CNPCExploration&ProductionCompanysetup2006anener
10、gydepartmentandsupportingresearchteamtogetitselfpreparedforthelaunchofabatchofrenewableenergyprojects,amongwhicharesomepilotprojectslikethePVpowergeneration,windpowergeneration,andterrestrialheatresourcedevelopmentinTibetanNaquCounty,LiaoheOilField,andXinjiangOilField.CNPC2001undertookthepilotprojec
11、tafuelethanolplantwithanannualproducingcapacityof0.6milliontonandatotalinvestmentof2.9billionyuaninJilinProvince52CHINAOIL&GAS/No.42007II一-?alsothekeynewenergyprojectduringtheTenthFive-?YearPlanperiod.ApilotresearchprojectofwindpowergenerationinCNPCLiaoheoilareawasofficiallyinitiatedinOct.2005.T
12、heprojecthasbeengoingonsmoothly.Sixplaceswereidentifiedfirstlyaskeytargetareaswithwindpowergenerationpotentialsandagreementswithlocalgovernmentsweresignedthroughnegotiations.In2005,CNPCswholly-ownedsubsidiary,PetroChinaNewEnergyGroupestablishedjointlywiththeGreenEnergySpecialGrantofChinaGuanghuaScie
13、nceandTechnologyFoundationtheGuanghuaBiologyGroup-theveryfirstcompanywhoinvestsintheindustrialproductionofethanolfromsweetbroomcorn.Theprojectcallsfor25millionyuanforthephaseI,200millionyuanforthephaseIItoachieveanannualfuelethanolproducingcapacityof50,000tons,and1.2billionyuanforthephaseIIItorealiz
14、eanannualfuelethanolproducingcapacityof325,000tons.InAugust2006,PetroChinareachescooperativeagreementwithYunnanProvincialgovernmentonacceleratingthesigningofbioenergydevelopmentandcooperationframeworkandplanningbio-energyindustrydevelopment.In2007,Mr.BaiChengliang,ForestrypresidentofYunnanProvince,s
15、aidthatPetroChinahadalreadysignedtheframeworkagreementforfullcooperationonbioenergydevelopment.OnNovember8,2006,CNPCandSichuanProvincegovernmentinkedtheFrameworkagreementbetweenCNPCandSichuanProvincialGovernmentaboutCooperationonDevelopingBio-energyIndustry.Accordingtotheagreement,theSichuanwi11strengthenthedevelopmentofbioenergycropssuchassweetpotatoesandJatrophacurcas.aimingatachievinganannualproducingcapacityof600.000tonforfuelethanoland100000tonsforbio.dieselduringtheEleventh.Five-YearPlanperio
