2、是在近些年的发展中， 在我国的高校网络教育资源的建设方面取得了一 定的成绩和效果，但是同时也存在着一些明显的问题。传播学与网络教育之间有着密不 可分的联系，它们有很多相互交叉和相互结合的地方。因此，分析和解决我国高校网络 教育中存在的问题可以从传播学的视角出发， 并运用传播学的受众理论作为研究的理论 依据。 在高校网络教育资源建设方面，发达国家一直走在世界的前列。它们有一些好的经 验是值得我国的高校网络教育资源建设借鉴和学习的。 高校网络教育在我国的发展趋势 也是比较好的， 而且我国也开发和构建了一批比较成功的优秀高校网络教育资源。 不过， 在高校网络教育建设的过程当中，不可避免的出现了诸如资
3、源质量不高、重复建设资源 等缺点。 通过运用传播学中受众理论分析我国高校网络教育资源建设的现状问题， 可以找到 造成这些问题的原因所在。而且也指明了能够从完善网络教育资源信息反馈机制、加强 学习者的分析和研究、 发动学习者积极参与网络教育资源建设以及建立以学习者为中心 的服务理念等四个方面入手，去尝试解决我国高校网络教育资源建设中的问题。 关键词：高校；网络教育；受众理论；网络教育资源 传播学视野下高校网络教育资源建设研究 II Abstract With the development of our construction in educational informationization

Online education in university is a new thing that its history in China is very short. However, its development speed and scale is quite astonishing. Online education in university is

The resources construction is a solid foundation of online education in university, a excellent resource of online e ducation can guarantee the process of online education in university more
6、smoothly. Therefore, the research on construction of online education resources in university has become a new important subject with great challenging. In recent years, it is no doubt that we have obtained some achievements and effects in the aspect of the construction in online education resources
7、 in university. However, there are some obvious problems really exist. There has a close connection between communication and online education, they also have some places which combined each other and merged each other. Consequently, it is feasible to analyze and solve the problems in online educati
8、on in university with the communication perspective. Recipient theory in communication can be the theoretical basis on the research. In the aspect of the construction of online education resources in university, developed countries have been walking in front of the world. They have some good experie
9、nces that should be used in our construction of online education resources in university. Online education in university also has a good development of trend in our country. And that our country developed and constructed some outstanding resources of online education in university successfully. None
10、theless, the construction of online education in university process, inevitably has some shortcomings, such as education resource quality is poor, or repetitive construction in education resource, and so on. Use the recipient theory in communication to analyze the current problems of online educatio
11、n in university, in our country, we may find what things caused these problems. To solve the problems, in this research, it point out we may do some efforts in four aspects. For examples, to improve the feedback system of information in online education resources; strengthen the learner analysis and

13、 1 第一章 绪 论 一、问题的提出与研究意义 （一）选题缘由 2 0 1 0 年 6 月 5 日国务院总理温家宝主持召开国务院常务会议，审议并通过了国 家中长期教育改革和发展规划纲要（2 0 1 0 2 0 2 0 年）（以下简称“纲要”）。“纲 要”的第十九章加快教育信息化进程中提到，要加快教育信息基础设施建设，把教育信 息化归入国家信息化发展整体战略，到 2 0 2 0 年，基本建成覆盖城乡各类各级学校的数 字化教育服务体系。并且要促进教学手段、方法现代化和教育内容，充分运用先进技术 与优质资源，创新运行机制与管理模式，整合现有资源，创建实用、先进、高效的数字 化教育基础设施。要加快终端
14、设施普及，积极推进数字化校园建设，接入互联网的方式 实现多样化。增强优质教育资源的应用和开发，增强网络教学资源库建设，引入国际上 优质的数字化教学资源，开发网络学习课程。建立灵活开放的教育资源公共服务平台， 促进优质教育资源普及共享。创新网络教学模式，开展高质量高水平远程学历教育。由 此可见，教育的信息化建设在高校发展和国家建设中具有重要的地位和作用。 高校网络教育是信息化建设的重要内容，要达到“纲要”中提出的要求，就必须要 对高校的网络教育资源进行研究。 当前， 高校网络教育资源的确存在着一些问题和缺陷， 例如：资源利用率低，资源匮乏，缺乏系统性性、检索困难，表现形式单一，不能激发 学习者的
15、兴趣等问题。这些因素阻碍了网络教育的快速健康发展。本研究认为高校网络 教育的核心问题是网络教育资源， 它是网络教育的灵魂之所在， 如果没有网络教育资源， 网络教育根本无从谈起。因此，对高校网络教育资源优化的研究显得尤为重要。优化高 校网络教育资源，建设合理的、科学的高校网络教育资源体系，对推动我国的高校网络 教育的发展至关重要。 （二）研究意义 1. 理论意义 传播学视野下高校网络教育资源建设研究 2 研究高校网络资源建设对我国的教育发展有举足轻重的作用， 理应引起学术界的广 泛重视，各学科、不同领域的知识理论是可以尝试应用到网络教育资源建设中的。本研 究力图进一步拓宽高校网络资源建设的视野，
16、从传播学的视角，利用传播学中的理论知 识对网络资源建设展开分析，并以此提出优化网络教育资源建设的合理建议。这可以对 我国的高校网络教育资源建设的研究提供新的视野，开阔思路，从一定程度上丰富教育 信息化理论的研究。 2. 现实意义 网络的快速发展很应用，对教育产生了重大的改变，网络教育就是在此背景下产生 的。我国近几年对教育的信息化建设十分重视，在国家教育事业发展“十一五”规划 纲要，国家中长期教育改革和发展规划纲要（2 0 1 0 2 0 2 0年）等文件中都明确 提出教育的信息化建设。网络教育的核心内容就是网络教育资源建设问题，它是办好网 络教育的关键因素之一。1 9 9 9年国家成立了教育部现代远程教育资源建设委
