1、湖南大学 硕士学位论文 城区政府科技创新研究 姓名：谢芳 申请学位级别：硕士 专业：公共管理 指导教师：袁柏顺 20070530 城区政府科技创新研究 II 摘 要 世界科技发展的新趋势表明，经济社会发展中的一些重大科技问题，已不单 纯是自然科学与技术问题，我们必须综合运用自然科学、技术手段和人文社会科 学研究协同解决。科技创新已经成为经济增长和社会发展的基本动力以及保持和 提供国家长期竞争力的关键因素。世界各国政府，特别是率先进入创新型国家行 列的 20 个发达国家， 都在认真思考和积极部署新的科学发展战略，调整科技政 策，重视对科技的投入，同时充分发挥政府在科技创新中的的主导作用，研究机
2、构和大学的骨干作用，市场的基础调节作用和企业技术创新的主体作用，加快建 设和完善各自的国家创新体系。本文首先对科技创新中政府的一般作用进行了分 析阐述，指出政府不仅是科技创新环境的营造者、科技创新体系的设计者，而且 是科技创新战略实施的引导者和推动者，政府在整个科技创新中充当不可或缺的 “万金油”角色。然后重点研究了我国城区政府这一基层政府层级的基本职能和 特点及其在科技创新中存在的问题和困难，分析了城区政府在国家科技创新体系 中的特殊地位和作用，提出了我国城区政府如何在现有制度框架内，针对各自不 同的区情和区位，因地制宜，扬长避短，寻求特色和突破，探索各具特色的区域 科技创新实施路径，如通过
3、大力发展孵化器经济、依托大企业和龙头企业、利用 先进技术发展新兴产业、扶持中小民营科技企业、发展和培植科普产业等等创新 路径，推动区域科技创新能力，从而提高整个区域竞争力，最终促进和带动区域 经济和社会各项事业的全面、快速、协调发展。 关键词：城区政府；科技创新；地位；作用 公共管理硕士学位论文 III Abstract The new tendency of the world science and technology development indicated that, some significant technical questions in the economic soci
4、ety havent been purely the questions of natural sciences and technology; we must comprehensive use the natural science, the technical method and the humanities social sciences to solute coordinately. The technical innovation already became the basic power in the economical growth and the social deve
5、lopment, it is also the key aspect to maintain and provide the national long-term competitive power. The governments of all earnestly countries, specially these twenty developed countries which already entered the innovation country ranks, was pondering and deploying the new science developmental st
6、rategy, adjusting the technology policy, taking the technical investment seriously. Simultaneously, they was developing the governments leading role, the development facility and universitys backbone function, the market foundation function and the main body function of enterprises technology innova
7、tion to speed up and consummate the countrys innovation system. This article first elaborate the general function of governments in the technical innovation, pointing out that the government is not only the builder of technical innovation environment, designer of the technical innovation system ,but
8、 also the guider of the strategy implementation in technical innovation, the government acts as the multi-purpose role in the entire technical innovation. Then the article has studied the basic function and the characteristics of the country city government ,as well as the question and the difficult
9、y in the technical innovation, analyzing the special status and the function of the city government in technical innovation system, proposing how our city government in the existing system frame, in view of each one different area sentiment and the position, enhancing strong points and avoiding weak
10、nesses, seeking the characteristic and the breakthrough, to explore the implementation way of the technical innovation, such as through developing the hatching economy, according to the main item enterprise and using advanced technology to develop new industry, supporting small privately operated en

14、济的蓬勃发展，国家与国家、地区与地区、企业与企业、个人与个人 之间的差距，从根本上来说，是有无创新思维、知识产权或创新体系的区别，也 就是科技创新能力的区别。在越来越受知识驱动的全球经济中，创新已经成为经 济增长和社会发展的基本动力以及保持和提供国家长期竞争力的关键因素。有鉴 于此，世界各国纷纷行动起来，在各自不同的起点上努力寻求实现创新的道路。 英国、加拿大和澳大利亚等国家已经明确发布了改善其创新绩效的国家创新战略； 美国和瑞典等具有顶尖创新能力的国家虽然没有写在纸面上的创新战略，但从其 始终不遗余力地支持创新的行动来看，其实是有创新战略的。提高科技创新能力、 建设创新型国家也是我国中长期科
15、学技术发展规划战略研究中的一个关键议题， 是我国面向未来的重大战略问题。创新型国家就是要把科技创新作为国家的基本 战略，大幅度提高科技创新能力，形成强大的科技竞争优势和比较完善的科技创 新体系。因此，选择科技创新中的政府作为研究对象是有着深刻的时代背景和现 实意义的。而研究城区政府这一特殊基层政权在科技创新中的地位和作用的典型 意义则更加突出。 1.1.1 世界经济发展的趋势 20 世纪 80 年代以来，科学技术正在成为独立于工业社会的新兴产业，在国外 被称为第三产业或“第四产业” 。主要出现以下一些特征：一是科技含量大幅提高， 如软件业等高科技产业，科技进步对产业经济增长贡献率达 90%以上
16、，而生产资料 却只占 3% ；二是科研机构与生产基地分离，跨国公司将大量制造业转移到国外， 形成产业“空心化”格局，与此同时，在全球范围内设立研发机构，形成科研开 柯雪,著名创新学家郎家明对建设创新型国家的感悟，科学时报,2006 年 6 月 19 日,第一版 未名，中小企业科技创新的基本思路和对策建议，互联网，2002 年 9 月 28 日 城区政府科技创新研究 2 发的庞大网络，科研机构自成体系，完全独立于生产体系之外；三是世界各国正 在由产业推动型转向创新推动型，以科技创新、科技竞争来带动经济的增长。总 之，科技创新成为经济增长的主要方式。 按照美国哈佛大学教授波特尔 的说法，世界经济发展经历了三个主要阶段： 一是要素驱动阶段，该阶段的
