1、河北大学 硕士学位论文 河北省产业结构及其调整研究 姓名：杨恒 申请学位级别：硕士 专业：世界经济 指导教师：张玉棉 20100501 摘 要 I 摘 要 当前经济危机的大背景下，产业结构问题成为各方关注的焦点，如何调整本地区的 产业结构使之更适应经济的发展，从而使经济尽快从危机中摆脱出来，成为摆在各地区 政府面前的重要课题。这其实也进一步说明了，经济的发展不是简单的数量增长而是合 理产业结构基础上的质量增长，要实现经济从粗放型向集约型转变，就必须不断调整产 业结构，使之更趋合理化，从而发挥产业结构变动对经济的推动作用。 河北省作为濒临京津的经济大省， 其自身经济的发展对周边地区具有举足轻重的
2、作 用。经过三十年的发展，河北省形成了较为完备的国民经济体系，但这个过程中，河北 省产业结构也暴露出了一些问题：三次产业结构不合理，经济发展水平不高，高耗能， 高污染的第二产业仍然占据着主导地位，且工业技术薄弱，高技术产业在工业结构中所 占的比重较小；与人民生活密切相关的轻工业和服务业等第三产业比重偏低且发展缓 慢；农业基础薄弱，且投入不足。这就要求河北省在经济发展过程中，利用自身条件， 调整产业结构，推动河北经济更上一层楼。因此，研究河北省产业结构及其调整问题具 有较强的理论和现实意义。 本文共分五部分，引言部分主要是简单介绍文章的研究背景及研究目的，思路及框 架，最后点出本文的创新点及有待
3、研究的课题。第一章主要是界定产业结构和产业结构 调整的基本概念，简单介绍产业结构及其调整的相关理论，并对影响产业结构调整的相 关因素作简单概括。 第二章主要是对河北省产业结构的现状及其存在的问题进行简要的 分析。第三章主要是从实证的层面，运用产业关联分析法对河北省产业结构问题进行分 析。第四章主要是通过对美日两国产业结构调整历程的分析，获得对河北省产业结构调 整有益的经验及启示，从而让我们更明确应该站在一个怎样的高度调整河北的产业结 构，最后提出调整河北产业结构的具体对策。 关键字 产业结构；产业结构调整；产业关联分析 Abstract II Abstract With the backgro
4、und of current global economic crisis, the industrial structure issue has become the focus that every party pays more attention to, then how to adjust their regional industrial structure to make it more responsive to economic development, so that its economy will soon shake off from the crisis and b

This is also further evidence that economic development is not a simple number increase but quality growth on the basis of a reasonable industrial structure. To achieve the economy from extensive to intensive, we must constantly adjust the in
6、dustrial structure and make it more rationalize, so as to make the industrial structure play an improving role in the economy. But as a economical big province and close to Beijing and Tianjin, the economic development of Hebei Province plays a very important role in the surrounding regions. After 3
7、0-year development, Hebei Province formed a relatively complete national economic system, however, in this process, the industrial structure of Hebei Province has also revealed some problems: improper industrial structure and economic development level is not high, the second industry of high energy
8、 consumption and high pollution is still dominated, and weak industrial technology, high-tech industry is small-share in the industrial structure; the industry of closely related with peoples lives, such as light industry and service sector development is low and slow; agricultural foundation is wea
9、k and insufficient investment. In the process of economic development, Hebei Province should make full use of their own conditions to form reasonable industrial structure and achieve maximum economic benefits. With the rapid development of economy, studying on the industrial structure and its adjust
10、ment in Hebei Province has great theoretical significance. The paper is composed of five parts, the introduction part , which mainly explains the background, target, trace and frame, the final point of this part is the innovative point and to be subject of study. The first chapter is mainly to defin
11、e the industrial structure and industrial structure adjustment, a simple introduction to the relevant theory of industrial structure and its adjustment, make a brief summary about related factors of affect the industrial structure. The second chapter is mainly about making a brief analysis on the cu
12、rrent situation of Hebei industry structure and problem. The third chapter is mainly from the empirical level, using the inter-industry analysis method to analysis of industrial structure of the problem in Hebei Abstract III Province. The fourth chapter is mainly through analysis of the process that
13、 the industrial structure adjustment of the United States and Japan and get some valuable experience about industrial structure adjustment of Hebei and make us clearly how to adjust the industrial structure of Hebei, finally, adjust the industrial structure of the specific measures of Hebei. 14、s Industrial structure; Industrial structure adjustment; Inter-industry analysis 引 言 1 引 言 一、选题背景及研究意义 近年来，随着世界各地区经济的逐步开放，产业结构问题已经成为影响一个区域经 济增长的重要因素， 尤其是在当前经济危机的大背景下， 合理的产业结构显得更加重要， 因此，各地区正在通过各种手段调整本地区的产业结构，从而尽快从经济危机中摆脱出 来。这其实也进一步说明了，经济的发展不仅仅是简单的数量增长，更应该是合理结构 基础上的质量增长。要想实现这种增长目标，就必须调整产业结构，从而充分发挥产业 结

16、上一层楼。可见，在经济快速发展的今天，对河北省产业结构及 其调整问题的研究具有重大的理论和现实意义。 二、国内外研究现状 随着世界各国经济的深入发展，产业结构问题对一个地区经济的影响越来越大，在 经济增长过程中发挥着越来越重要的作用。基于此，国内外学者从二十世纪四五十年代 开始，兴起了对产业结构及其调整问题的研究热潮，下面是对国内外这些研究成果的综 合性回顾。 （一） 国外研究现状 在国外，英国经济学家克拉克是对产业结构理论做出实质性研究的第一人，1921 年他依据费希尔的三大产业分类法，整理了 20 多个国家的总投入和总产出的数据，通 过独创性的统计方法，阐述了产业结构变动与经济增长的内在联系。另外他还得到这样 河北大学经济学硕士学位论文 2 一个结论：收入差异造成了劳动力在不同产业间流动，这就是“配第克拉克”定理。 1931 年美国经济学家瓦西里列昂惕夫利用美国国情普查的资料编制了 1919 年和 1929 年的美国投入产出表， 分
