3、工程实施的必要性和可行性， 初步提出了工程实施的 方法、措施和计划，并对工程实施后的经济效益、社会效益进行了分析评估。 论文的第一部分说明了在国家能源产业结构调整的形势下， 大型燃煤电厂进 行供热改造所具备的优势， 阐述了萧山南部地区的对热力供应的需求和萧山发电 厂存在的危机，并以此为开展萧山发电厂进行供热改造投资分析的依据，提出了 开展项目投资分析工作的现实性意义。 第二部分介绍了投资项目可行性分析的基 本理论、 原则、 步骤和方法； 还介绍了热电联产的相关理论， 以及热电联产的优、 在中国的发展简史和发展趋势。第三部分根据萧山发电厂近年的生产经营状况， 分析该厂目前存在的问题和困难，介绍该
4、厂的供热现状，指出了萧山发电厂进行 供热改造的必要性。 第四部分根据萧山南部区域的经济发展状况以及萧山区总体 热力规划，对该地区的供热现状和供热需求进行了全面调查，并对远期供热需求 进行了预测，确定了萧山发电厂供热改造的近期和远期规模。第五部分提出了萧 山发电厂供热改造工程的分阶段实施规划， 机组热力系统改造和管网敷设的初步 方案，以及开展项目实施的组织设置。第六部分通过对项目的投资估算和财务评 估，分析了项目实施的经济效益，评价了项目在环境保护和节能降耗方面的社会 效益，提出了项目实施的不确定性和可能存在的风险。第七部分为研究结果和展 望，同时对积极推广发展大中型机组的热电联产化提出了相关建

6、ers, the government as well as heat suppliers and is in favor of conservation and environmental protection, playing an important role in establishing a “resources conserving, environment friendly” society, in advancing the realization of building a well-off society in an all-round way. This essay pr
7、obes into the necessity and feasibility of carrying out Xiao Shan Power Plants heat supply reconstruction project, on the basis of theory and method on investment project feasibility analysis, of making an investigation into heat requirements in the surrounding area of fifteen kilometers, taking the
8、 relevant heat supply technology into account. Preliminary methods, measures and plans on how to carry out the project are brought forward， the economic and social benefits and its uncertainties are analyzed and assessed in the essay. The first part of the essay describes the advantages that large t
9、hermal power plants have in carrying out heat supply reconstruction in the circumstances of readjustment of energy industry structure by our nation, sets forth the heat supply requirements in southern Xiao Shan and the crisis Xiao Shan Power Plant is facing, on which the feasibility study of heat su
10、pply reconstruction in Xiao Shan Power Plant is based. The second part makes an introduction to the basic theory, principles, procedures and methods of investment project feasibility analysis, to the theory related to heat-electricity production, to the predominance that heat-production has and its
11、brief development history in China and its developing trend in the future. The third part analyses the disadvantages and difficulties Xiao Shan Power Plant is facing nowadays on the basis of studying Xiao Shan Power Plants business in recent years, makes an introduction to the heat supply it is serv
12、ing at present, points out the necessity of heat reconstruction for Xiao Shan Power Plant. The fourth part of it anticipates the heat requirements in the far future, confirms how far the heat reconstruction project for Xiao Shan Power Plant will go in the near and far future based on making an overa

The fifth part puts forward the implementation program phrase by phrase, pointing
14、 out a preliminary reconstruction and laying out of heat supply network proposal, and the organizations on carrying out the project. Sixth part analyzes the economic benefits by carrying out the project, evaluates the social benefits in environmental protection and conservation of the project, and p
15、uts forward the uncertainties resulting from implementing the project and the likely risks it could have. The seventh part states the study result and development outlook, and makes a suggestion to vigorously promoting and developing heat- electricity combined production in large and medium capacity power sets.
