3、工组织和管理的核心问题。建筑施工组织对统筹建筑施工全过程、促进技术进步、实现安全文明施工、增强企业竞争能力、促进建筑业的发展起到关键作用。施工组织设计就是对工程建设项目整个施工过程的构思设想和具体安排,是施工组织管理工作的核心和灵魂。其目的是使工程速度快、质量好、效益高,使整个工程在施工中获得相对的最优效果。工程施工是一项十分复杂的组织管理工作,而土木产品与一般工业产品相比,有以下一些显著的特点。产品地点的固定性：产品生根于大地,根据使用要求被分散固定于不同的地点，一旦定位，就将永久固定。生产工人、机械设备的流动性：由于产品地点的固定性，所以生产工人、机械设备等都要随施工地点的不断变动而不断进
4、行流动。施工组织设计是指导一个拟建或在建工程进行施工准备或施工生产的技术经济文件。施工组织设计的编制依据是根据国家对建设项目的相关要求以及主、客观条件，对工程施工生产的全过程采用科学的方法所进行的一系列筹划安排活动，针对活动过程可预控活动结果 1 。ABSTRACTModern building engineering construction is a multi-disciplinary, multi professional complex system engineering. 12、 conditions, the construction of the entire process of production using scientific methods for a series of planning activities, the activities of controllable activity results 。7第一章 绪 论1.1 施工组织设计的概念一个建设项目的施工，可以有不同的施工顺序；每一个施工过程可以采用不同的施工方案；每一种构件可以采用不同的生产方式；每一种运输工作可以采用不同的方式和工具；现场施工机械、各种堆物、临时设施和水电线路等可以有
13、不同的布置方案；开工前的一系列施工准备工作可以用不同的方法进行。不同的施工方案，其效果是不一样的。施工组织设计是指针对拟建的工程项目，在开工前针对工程本身特点和工地具体情况，按照工程的要求，对所需的施工劳动力、施工材料、施工机具和施工临时设施，经过科学计算、精心对比及合理的安排后编制出的一套在时间和空间上进行合理施工的战略部署文件 13 。通常由一份施工组织设计说明书、一张工程计划进度表、一套施工现场平面布置图组成。施工组织设计是工程施工的组织方案，是指导施工准备和组织施工的全面性技术经济文件，是现场施工的指导性文件。由于建筑产品的多样性，每项工程都必须单独编制施工组织设计，施工组织设计经审批
14、通过后方可施工。1.2 施工组织设计的作用1.2.1 指导施工前的一次性准备和工程施工全局的全过程施工全过程是在施工组织设计的指导下进行的。首先，在接受施工任务并得到初步设计以后，就可以开始编制建设项目的施工组织设计。施工组织设计经主管部门批准以后，8再进行全场性施工的具体实施准备。随着施工图的出图，按照各工程项目的施工顺序，逐一制定各单位工程的施工组织设计，然后根据各个单位工程施工组织设计，指导实施具体施工的各项准备工作和施工活动。在施工工程的实施过程中，要根据施工组织设计的计划安排，组织现场活动，进行各种施工生产要素的落实与管理，进行施工进度、质量、成本、技术与安全的控制等。所以，施工组织设计是对拟建工程施工全过程进行科学管理的重要手段。2.2.2 项目管理的规划性
