1、中华人民共和国政府与巴西联邦共和国政府2010年至2014年共同行动计划JOINT ACTION PLAN BETWEEN THE GOVERNMENT OF THE PEOPLES REPUBLIC OF CHINA AND THE GOVERNMENT OF THE FEDERATIVE REPUBLIC OF BRAZIL, 2010-2014中华人民共和国政府和巴西联邦共和国政府（以下称双方），重申中华人民共和国主席胡锦涛与巴西联邦共和国总统卢拉在2009年5月卢拉总统访华期间签订的中华人民共和国和巴西联邦共和国关于进一步加强中巴战略伙伴关系的联合公报（以下简称联合公报）中所表明的制订
2、两国政府2010年至2014年共同行动计划的共同目标。 The Government of the Peoples Republic of China and the Government of the Federative Republic of Brazil (hereinafter referred to as the two sides) reaffirmed the common objective of adopting a joint action plan 2010-2014 stated in the Joint Communiqu between the Peoples R
3、epublic of China and the Federative Republic of Brazil on Further Strengthening China-Brazil Strategic Partnership (hereinafter referred to as the Joint Communiqu) signed by President Hu Jintao of the Peoples Republic of China and President Luiz Incio Lula da Silva of the Federative Republic of Braz
4、il, on the occasion of President Lulas state visit to China in May 2009. 中国-巴西高层协调与合作委员会（以下简称高委会）据此制订中华人民共和国政府与巴西联邦共和国政府2010年至2014年共同行动计划（以下简称共同行动计划），从战略高度全面指导两国战略伙伴关系及相关领域合作的发展。The China-Brazil High-level Coordination and Cooperation Committee (hereinafter referred to as the High-level Committee) t
5、herefore elaborated the Joint Action Plan Between the Government of the Peoples Republic of China and the Government of the Federative Republic of Brazil 2010-2014 (hereinafter referred to as the Joint Action Plan), which provides strategic and comprehensive guidance for the development of the bilat
6、eral Strategic Partnership and of cooperation in relevant areas. 经友好协商，双方达成协议如下： Through friendly consultations the two sides reached agreement as follows:第一条 总则 Article 1 General Principles 一、为推动中巴战略伙伴关系全面深入发展，进一步提升两国互利友好合作水平，双方本着平等、务实、共赢的精神制订本共同行动计划。 1. In order to promote a comprehensive and in-d
7、epth development of the China-Brazil Strategic Partnership and further enhance the mutually beneficial and friendly cooperation between the two countries, the two sides agreed on the Joint Action Plan in a spirit of equality and pragmatism, and with a view to obtaining win-win results.二、本共同行动计划明确未来五
8、年双方合作目的、具体目标和努力方向，旨在统筹和完善现有双边合作机制，拓宽和深化双方各领域的合作。 2. The Joint Action Plan defines the objectives, concrete goals and directions for the bilateral cooperation in the next five years. It aims at coordinating and improving the existing bilateral cooperation mechanisms and at broadening and deepening bi
9、lateral cooperation in all areas.第二条 总体目标 Article 2 General Objectives在以上总体原则基础上，双方决定为共同行动计划制订以下主要目标： On the basis of the general principles agreed above, the two sides set the following general objectives for the Joint Action Plan:一、本着平等互信的原则，就共同关心的双边和多边问题加强政治磋商，夯实战略伙伴关系的政治基础； 1. Strengthen politic
10、al consultations on bilateral and multilateral issues of mutual interest, based on the principles of equality and mutual trust, thus cementing the political foundation of the strategic partnership;二、拓宽和深化各领域双边关系； 2. Broaden and deepen bilateral relations in all areas;三、更好地协调中巴战略伙伴关系的各领域合作及其机构机制； 3.
11、Better coordinate cooperation initiatives in all areas of the China-Brazil Strategic Partnership, as well as all its institutional mechanisms;四、根据具体的倡议，准确、客观地确定各合作领域的目标；4. Establish precise and objective goals for each of the cooperation areas based on specific initiatives;五、监督并评估确立的目标和各有关机构开展的活动； 5
12、. Monitor and evaluate the established goals and the activities undertaken by the several bodies involved;六、促进就两国共同关心的领域交流经验； 6. Promote the exchange of national experience in areas of mutual interest;七、根据国际形势的发展，建立中长期双边关系的战略视角。 7. Take a strategic view on bilateral relations, in the medium and long
13、 term, vis-vis developments in the international arena.第三条 共同行动计划的实施 Article 3 Implementation of the Joint Action Plan一、高委会将每两年召开会议，继续发挥指导两国各领域合作的重要作用。高委会在其职能范围内将是共同行动计划的主要决策机构。高委会各分委会协调机构和联系人及中巴双方已签署的各领域合作协议的清单分别见附件1、附件2。 1. The High-level Committee will convene every two years and continue to play
14、 its important role of guiding bilateral cooperation in all areas. The High-level Committee shall be, in its areas of competence, the main decision-making body of the Joint Action Plan. The coordinating institutions and focal points of the High-level Committee and the list of Agreements of cooperati
15、on in different areas that have been signed by the two sides are incorporated in Annex I and Annex II, respectively.二、高委会各分委会将每年举行一次会议，推动落实共同行动计划。各分委会还应不断探讨新的合作领域，提出新的合作思路。各分委会应向双方各自的协调处办公室提交年度工作报告，并每两年向高委会提交报告。原有的“中巴财政对话”机制将纳入高委会，更名为“中巴财金分委会”。 2. The subcommittees of the High Level Committee will m
16、eet once a year to promote the implementation of the Joint Action Plan. The subcommittees should also continue to identify new areas and propose new ideas of cooperation. The subcommittees should submit annual reports to the focal point of each side and submit reports to the High-level Committee every two years.
