14、实施优势资源转换战略，推进新型工业化进程，化资源优势为产业优势。重点加快矿产资源的研发，提高矿产资源的综合利用率，推动相关产业发展，从而推动工业经济稳步增长，培植新的经济增长点。呼伦贝尔宏顺矿业有限责任公司根据当地有关政策，聘请资深专家，经过实地勘探和调研、专家论证，在新巴尔虎右旗黄花菜沟地区，勘探出具有开采价值的优质石灰石矿产资源（CaO品位大多在50%以上），该矿产资源层深，储藏量约1亿吨以上，开采年限可达10年以上。石灰石是基本建设不可少的工业及建筑原材料，它已成为国民经济发展中不可缺少，也无法替代的矿产资源。石灰石既可用于生产水泥也可作为炼铁用的熔剂，还可再锻烧成石灰，供炼钢、化工、铁
15、合金、电石、电厂等行业使用。本项目在矿产资源开发、生产加工过程中，应把生态环境放在首位，全面提高资源利用能力，实现经济效益和环境效益的双赢。据此，呼伦贝尔宏顺矿业有限责任公司提出建设年产100万吨新型环保高效节能机械竖式石灰窑工程项目，理由是充分的，项目是可行的。二、项目概况1、建设地点该项目拟建在新巴尔虎右旗黄花菜沟地区。2、建设规模项目投产后一期工程可形成生石灰生产规模50万吨/年，二期工程可形成石灰生产规模50万吨/年，总生产规模达到100万吨/年。3、建设内容厂区规划用地面积为20万平方米，厂区内建设厂房、办公室、宿舍等，总建筑面积为97150；一期建竖式石灰窑1座及购置生产设备、运输
16、设备等。二期根据市场需求再建竖式石灰窑1座及配套工程。4、主要建设条件（1）项目符合规划要求和国家产业政策本项目符合国家“十一五”工业发展规划的要求，项目采用先进生产技术，符合国家产业发展政策。（2）交通运输较便捷项目区地理位置较为优越，距满洲里20公里。满洲里已经形成了民航、铁路、公路兼备的立体交通网络，交通较为便利，有利于产品、设备、建筑材料和原材料运输。（3）市场容量较大，项目市场竞争力较强石灰石在经过煅烧制成的生石灰是一种用途十分广泛的建筑及化工原料，大量用于炼钢脱硫造渣、生产磷酸氢钙、铁合金和电石生产的原料或辅料，具有广泛的用途。本项目建成投产后,以满足区内外市场需求，市场前景十分广阔。5、项目投入总资金经估算项目投入总资金为7744.00万元，其中
