1、 辽宁科技大学毕业设计(论文) 第V页浅谈绿色物流的发展摘要绿色物流是当今经济可持续发展的一个重要组成部分，它改变了一般物流的单向作用关系。“绿色物流”里的绿色，是一个特定的形象用语，它泛指保护地球生态环境的活动、行为、计划、思想和观念在物流及其管理活动中的体现。21世纪人类面临人口高速膨胀、环境严重恶化、资源严重短缺的三大危机，因此绿色物流将备受关注。作为一种新的物流模式，绿色物流符合可持续发展的要求和人类生存发展的利益，代表了未来物流发展的方向和趋势。实施绿色物流具有紧迫性和必要性，但中国在快速发展绿色物流中还面临一些软、硬件的问题，如法制建设不健全，技术落后，人们的思想观念还没有向绿色物
2、流方向转化等。面对这些问题政府、企业将对绿色物流采取一些行之有效的措施。 政府主要是对物流过程中产生环境问题的来源进行管理，制定相应的环境法规，对废气排放量及车种进行限制;发挥政府的指导作用，发展共同配送；政府统筹物流中心的建设;建设现代化的物流管理信息网络等。同时企业也要发挥他们的作用，对产品进行绿色包装，加强相互间的合作与管理以及废弃物物流的管理等。绿色物流作为“第三利润源”，是通过提高企业的社会价值和经济价值来实现的。树立绿色物流观念，坚持可持续发展的前进方向是我国发展绿色物流的重要前提之一。绿色物流首先表现为一种节约资源、保护环境的理念。因此，实施绿色物流是一项有利于社会经济可持续发展
3、的战略措施。这些问题的全面认识和深刻理解，有助于找到好的解决办法，从而使中国的物流业尽快和国际接轨。本文首先针对绿色物流的特点分析了绿色物流的起因及我国发展绿色物流的必要性。根据我国存在的问题找出解决这些问题的对策和方法，为企业可持续发展提供了明确指导方向，具有较强的实用性。关键词 绿色物流;第三利润源;法制建设;可持续发展战略AbstractGreen Logistics is the sustainable economic development an important part of it has changed the role of the general logistics o

7、ept of peoples minds have not yet to the direction of conversion of Green Logistics. Faced with these problems the government, enterprises Green Logistics will take some effective measures. Government is mainly in the logistics process of the source of environmental problems arising from the managem
8、ent, development of appropriate environmental regulations for emissions and limit the types of vehicles; the Government to play a guiding role in the development of a common distribution; in co-ordinating the construction of logistics centers; building a modern logistics management information netwo
9、rks. At the same time, enterprises should also play their role, on green packaging products, to strengthen mutual cooperation and logistics management, and waste management. Green Logistics as the third profit source by increasing corporate social value and economic value to be achieved. Establish t
10、he concept of Green Logistics, adhere to the sustainable development of Chinas development direction is an important prerequisite for a green one of logistics. First of all, the performance of green logistics as a resource conservation, environmental protection concept. Therefore, the implementation

Comprehensive understanding of these issues and gain a profound understanding and help to find a good soluion, so that Chinas logistics industry and international standards as soon as possible.In this

15、产生了消极的影响。随着世界经济的不断发展，人类的生存环境也在不断恶化。具体表现是：能源危机，资源枯竭，臭氧层空洞扩大，环境遭受污染，生态系统失衡。以环境污染为例，全球20多个特大城市的空气污染超过世界卫生组织规定的标准。人类的认识往往滞后于客观自然界的发展，当前生态环境保护的意义逐渐被人类所认识。因此，从环境的角度对物流体系进行改进，形成绿色物流管理系统，是21世纪新的物流管理趋势。 1.2 国内外研究的现状美国经济高度发达，也是世界上最早发展物流业的国家之一。美国政府推行自由经济政策，其物流业务数量巨大，且异常频繁，因而就决定了美国对绿色物流的更大关注。美国政府在物流高度发达的经济社会环境下，不断通过政府宏观政策的引导，确立以现代物流发展带动社会经济发展的战略目标，其近景远景目标十分明确。美国在其到2025年的国家运输科技发展战略中，规定交通产业结构或交通科技进步的总目标是:“建立安全、高效、充足和可靠的运输系统，其范围是国际性的，形式是综合性的，特点是智能性的，性质是环境友善的”。为物流活动的绿色化提供强有力的技术支持和保障。欧洲是引进“物流”概念较早的
