1、燃气设施安全管理制度滨海投资（天津）安全标准化体系文件文件编号：BHI-ZD-AQ-08燃气设施安全管理制度版号：初版拟订：郭庆森 胡茂杰生效日期：2011年4月1日1 目的为了使各子公司的燃气生产设施在安全、可靠的状态下，长周期、高效运行，对燃气生产设施实施有效控制，确保生命和财产安全。2 适用范围适用于各子公司生产过程中所有燃气生产设施的安全管理。3 术语特种设备：指涉及安全生产、危险性较大的锅炉、压力容器（含气瓶），压力管道、电梯、起重机械、客运索道、大型游乐设施等。 安全附件：安全阀、压力表、温度计、液位计、安全联锁装置等。4控制程序各子公司在燃气生产设施建设、使用、维护、保养等操作和
2、管理过程中，在执行本制度的同时，还应严格执行营运管理部、工程管理部、总工办等相关部室的管理制度和规定。4.1燃气生产设施的建设4燃气生产设施建设中的安全设施应符合国家有关法律、法规和相关技术标准，并与建设项目的主体工程同时设计、同时施工、同时投入生产和使用。4燃气生产设施，应对项目建议书、可行性研究报告、初步设计、总体开工方案、开工前安全条件确认和骏工验收六个阶段，按国家有关规定进行规范管理。4燃气生产设施建设中的变更应严格执行变更管理制度，履行变更程序，并对变更全过程进行风险管理。4.1.4积极采用先进的、安全性能可靠的新技术、新工艺、新设备和新材料，组织安全生产技术研究开发，不断改善安全生
3、产条件，努力提高安全生产技术水平。4.2 设备采购4.2.1特种设备的安全附件、安全设施严格按严格按照国家特种设备安全监察条例等有关法律、法规采购。4.2.2新增、更新设备入厂，需进行验收工作：包括外观、出厂资料、安全附件、检测和测量仪表等。4.2.3新增、更新设备试车前应进行安全附件、检测和测量仪表的校验，并进行风险分析，同时进行试车验收。4.3 燃气生产设施的使用4各子公司应建立公司燃气生产设施台帐并负责监督管理。4.3.2安全阀、压力表、温度计（表）、液位计、安全联锁装置、可燃气体探测器、防雷、接地等安全设施的校验、检测应按国家有关法律、法规执行。4可燃气体探测器及二次报警仪须保证处于灵
4、敏、可靠的工作状态。可燃气体探测器每周进行试验一次，二次报警仪每天手动试验一次。安全设施检修后，不得随意拆除，必需完整恢复。生产场所根据设备工艺的不同，应分别设置相应的安全设施。4.3.6 特种设备严格按特种设备管理执行，建立特种设备台帐和档案。4.3.7特种设备应按国家特种设备安全监察条例有关规定定期进行检验。4.3.8特种设备操作人员必需经培训，考试合格并办理特种作业上岗证，方可上岗作业。4.3.9燃气加臭设施需保证处于正常的工作状态，在燃气输入城市燃气管网前要确认已经加臭，否则不允许输入城市燃气管网。1. 燃气加臭剂宜采用THT（四氢噻吩）。2. 燃气加臭浓度应严格执行城镇燃气设计规范（
5、GB50028-2006）的有关规定。3. 燃气加臭记录与运行记录一起装订后存档，燃气加臭记录保存一年。4.4 生产设施的维护保养4.4.1生产设施的维护保养，应严格按照公司安全管理部燃气设施抢修、抢险和检、维修作业安全管理制度（BHI-ZD-AQ-12）、生产作业安全管理制度（BHI-ZD-AQ-11）、燃气设施拆除作业安全管理制度（BHI-ZD-AQ-18）、燃气设施带气动火作业安全管理制度（BHI-ZD-AQ-10）等进行管理。4.4.2操作人员应对所使用的设备做到“四懂” (懂结构、懂原理、懂性能、懂用途)、“三会” (会使用、会维护保养、会排除故障)，并经考试合格方可上岗。4.4.3
6、操作人员必需做好下列工作：1. 严格按操作规程进行设备的启动、运行、停车。2. 坚守岗位，严格执行巡回检查制度，认真填写运行记录。3. 严格执行交接班制度。4. 保持设备整洁，及时消除跑、冒、滴、漏现象。4.4.4操作人员发现设备、管道有异常现象，应立即检查原因，及时报告。在紧急情况下，应采取果断措施或立即停车，并报主管领导。不排除故障不得盲目开车，未处理的缺陷要记录在交接班记录上，并向下一班交待清楚。4.4.5检维修人员，要明确分工，对生产设施做到：1. 定时、定点检查，主动向操作工了解设备的运行情况。2. 发现缺陷及时消除，不能立即消除的缺陷，要详细记录，并及时上报。3. 按质按量完成检维
