1、建筑施工项目风险管理研究 河北工业大学硕士学位论文建筑施工项目风险管理研究姓名:乔喜亮申请学位级别:硕士专业:工商管理指导教师:孔造杰20061001河北工业大学工商管理硕士MBA学位论文建筑施工项目风险管理研究摘 要在我国,建筑业长期以来就是一个粗放管理、手工作业、技术含量低的行业。虽然项目风险管理的研究,日益受到人们的重视,但是建筑施工项目风险管理的研究却很滞后,这在一定程度上影响了我国建筑业的发展和建筑施工企业走向世界。为了使建筑施工企业适应日益激烈的市场竞争环境,逐步与国际建筑业接轨,提高抵抗风险的能力,我们必须加强对建筑施工项目风险管理的认识和研究。 本文首先介绍了风险管理研究的历史
2、沿革和发展趋势以及我国建筑施工项目风险管理的发展和现状,阐述了风险的概念、性质以及建筑施工项目风险管理的基本原理和流程。接着按照风险识别、风险分析与评估、风险对策的风险管理体系,介绍了建筑施工项目风险识别的一些方法并识别归纳出建筑施工项目中所有可能的风险因素;对一些风险分析评估的方法做了介绍,并对目前建筑施工项目风险因素分析评估方法进行了分析与改进。针对目前建筑施工项目风险分析、评估方法的缺陷,在质量风险评估方面提出了一种新的风险分析评估模型?模糊评估模型。之后,通过一个实例对该模型进行了实证研究,以检验它的有效性。在识别、分析评估的基础上,确定建筑施工项目风险优先级,并提出了适合建筑施工项目
3、的风险应对对策。同时,对风险管理中目标冲突问题、效用理论、工程保险也做了讨论和介绍。 本文立足于建筑施工项目风险管理方法的分析探讨,提出了一种新的分析评估模型,也提出了一些恰当、实用的风险识别方法和应对策略。对增强建筑施工项目风险防范意识,提高建筑施工项目参与者的管理水平,具有一定的理论和实用价值。关键词:建筑施工,项目,风险管理,研究i 建筑施工项目风险管理研究THE RESEARCH OF CONSTRUCTION BUILDING PROJECT RISK MANAGEMENT ABSTRACTIn our country, the architecture industry has b

13、士认为风险既然具有不确定性,因而是不可捉摸、无法应对的。从上个世纪80年代起,随着风险管理基本理论的研究及实务分析、总结等文献的大量问世,人们对风险的识别和防范有了一定的认识和经验,并提出了不少行之有效的方法和措施,逐渐形成了风险管理这门新兴的学科。令人遗憾的是,风险管理科学与技术在建设工程中的应用,至今不过20年左右的历史。长期以来,人们往往凭着直觉和经验来管理项目实施过程中所遇到的风险,缺乏系统的管理方法,尤其是基于建筑施工企业的建筑施工项目的风险管理。在我国建筑业中运用风险管理技术进行投资评估较为广泛,而在建筑工程项目施工中的风险管理则未被建筑施工企业所重视。事实上,建筑工程项目施工环境
14、复杂,工期长,露天作业多,建筑物与地质环境关系密切,所面临的不确定因素更多,更复杂,在施工中建筑物处于昀薄弱状态,在施工中具有更大的风险。施工风险将对业主和承包商造成直接和间接损失。为此,须加强建筑工程项目施工阶段的风险管理工作,提高风险管理意识,掌握风险识别技术,开展风险评估与分析,及时防范和化解工程风险。因此,对建筑施工项目风险管理的研究是一个紧迫而重要的课题。1-2 研究目的和意义项目的风险管理,日益受到人们的重视,然而人们都把焦点放在了建设方,也叫投资方或甲方上,作为风险承担的另一个主体-建筑商(建筑施工企业)人们的研究则显得不足,关心不够。为了使建筑施工企业提高风险意识,增强抵抗风险
15、的能力,掌握一些实用的风险识别、分析与评估方法和工具以及风险的一些基本对策,本文将对此进行一些初步的研究和讨论。随着我国加入世界贸易组织,国际间的工程承发包、招投标越来越多,中国的建筑企业需要走出国门,走向世界,国际建筑市场风险很大,我们的建筑施工企业必须学会规避风险,转移风险,改变建筑施工企业以往那种粗放的管理方式和手工作业的生产方式,这才能在与狼共舞中发展壮大。 1建筑施工项目风险管理研究 1-3 研究的主要问题(内容)及研究目标主要有如下几个研究问题:1、如何识别建筑施工项目中存在的风险。2、如何分析与评估建筑施工项目中存在的风险。3、风险态度与风险对策决策的关系。4、风险对策。5、工程保险。6、其他相关问题。 对建筑施工项目风险管理做进一步的研究便于建筑施工企业提高建筑施工项目风险管理的意识和水平,增强企业抵抗风险的能力,有利于企业的长远发展。通过研究,使企业在施工项目风险管理的某些方面能有一些比较实用的方法和技术。根据施工项目的特点,把项目风险管理的一些理论、方法、技术得到恰当的应用和普及。1-4 有关名词解释1-4-1 对工程项目的认识 (1)工程项目的概念 工程项目是指在一定约束条件下(工期、成本、质量)具有明确目标的一次性事业,1有如下一些特征。 工程项目的
