2、工程建设产品和其它的商品、服务一样受到价值规律的影响，因此在21世纪特别是加入WTO以后，随着建筑业和建筑市场管理体制改革的不断深化, 要做到提高工程质量、缩短工期、降低工程成本、实现安全文明施工，就必须应用科学方法对施工组织设计进行优化，统筹施工全过程。对于投标书的编制包括两个部分,一是技术部分,主要是指施工组织设计;二是商务部分,主要是投标报价,即工程造价。只有施工方案先进科学、投标报价合理的投标书,才具有竞争力。在这种情况下,施工企业应重视施工组织设计对工程造价的影响,需不断研究优化施工组织设计、合理确定工程造价的具体措施。以便充分利用企业现有的人力、物力和财力,争取最大的经济效益。组织
