12、管理职责 （1）施工企业的主要负责人的职责 贯彻执行国家有关安全生产的方针政策和法规、规范； 建立、建全本单位的安全生产责任制，承担本单位安全生产的最终责任； 组织制定本单位的安全生产规章制度和操作规程； 保证本单位安全生产投入的有效实施； 督促、检查本单位的安全生产工作，及时消除安全事故隐患； 组织制定并实施本单位的生产安全事故应急救援预案； 及时、如实报告安全事故。 （2）技术负责人的职责 贯彻执行国家有关安全生产的方针政策、法规和有关规范、标准，并组织落实； 组织编制和审批施工组织设计或专项施工组织设计； 对新工艺、新技术、新材料的使用，负责审核其施工过程中的安全性，提出预防措施，组织编
13、制相应的操作规程和交底工作； 领导安全生产技术改进和研究项目； 参与重大安全事故的调查，分析原因，提出纠正措施，并检查措施的落实，做到持续改进。 （3）财务负责人的职责及工会的职责保证安全生产的资金能做到专项专用，并检查资金的使用是否正确。 工会有权对违反安全生产法律、法规、侵犯员工合法权益的行为要求纠正； 发现违章指挥、强令冒险作业或者发现事故隐患时，有权提出解决的建议，单位应当及时研究答复； 发现危及员工生命的情况时，有权建议组织员工撤离危险场所，单位必须立即处理； 工会有权依法参加事故调查，向有关部门提出处理意见，并要求追究有关人员的责任。 （4）安全部门的职责 贯彻执行安全生产的有关法

15、证供应的设备安全技术性能可靠，具有必要的安全防护装置，按机械使用说明的要求进行保养和检修，确保安全运行。所供应的材料和安全防护用品能确保质量。 （7）财务部门的职责和教育部门的职责 按照规定提供实现安全生产措施、安全教育培训、宣传的经费，并监督其合理使用。 将安全生产教育列入培训计划，按工作需要组织各级员工的安全生产教育。 （8）劳务管理部门的职责及卫生部门的职责 做好新员工上岗前培训、换岗培训，并考核培训的效果，组织特殊工种的取证工作。 定期对员工进行体格检查，发现有不适合现岗的员工要立即提出。要指导组织监测有毒有害作业场所的有害程度，提出职业病防治和改善卫生条件的措施。 （二）项目经理部的安全生产职责 施工企业的项目经理部应根据安全生产管理体系要求，由项目经理主持，把安全生产责任目标分解到岗，落实到人。中华人民工和国国家标准建设工程项目管理规范（GB/T50326-2001）规定项目经理部的安全生产责任制的内容包括： （1）项目经理应当由取得相应执行资格的人员担任，对建设工程项目的安全施工负责，其安全职责应包括：认真贯彻安全生产方针、政策、法规和各项规章制度，制定和执行安全生产管理办法，严格执行安全考核指标和安全生产奖惩办法，确保安全生产措施费用的有效使用，严格执
