11、ting, the way we take surveys solicited a views, combed, related to team building各部门食品安全职能及标准（初稿）一.采购部1. 初次采购食品原料、半成品、食品添加剂及与食品相关的产品（以下称食品原辅料）时，应向供应商和生产加工者主体索取资格合法的证明文件（指按照国家相关法律法规规定应当取得的）：营业执照、生产许可证、卫生许可证等其它证明文件，并建档保存，每年核对一次。2.采购的食品原辅料时，需建立和保存进货记录。如实记录采购的名称、规格、数量、生产批号、保质期、供应商名称及联系方式、进货日期等内容。进货记录应当真
12、实，保存期限不得少于两年。3. 购进的每批食品原辅料应向供应商索取相适应的有效的合格证明文件（指年度型式检验报告或每批食品原辅料的出厂检验报告）。对于供应商无法提供相适应的有效的合格证明文件的食品原辅料，可由我公司依照食品安全标准或我公司对采购的食品原辅料管控要点自行检验（或委外检验），所有的检验记录保存期限不得少于两年。4.对于采购的食品原辅料，采购部应向供应商索要该食品原辅料的详细成份(指食品原辅料产品的成分，农药、化肥及生长调节剂的使用情况及其它添加物资等)资料，并与供应商签订食品安全责任追究协议。5.对于无法详细提供成份资料的食品原辅料，可按实际情况（指国家法律法规暂未规定或不会对人体
13、造成危害的情况）酌情采购，否则，任何可能存在食品安全隐患的食品原辅料都应禁止采购。6.采购进口食品原辅料时，应当向进口食品原辅料代理商索取营业执照、代理资料、报关单、注册证等相关资料以及合格的有效的检验检疫证明，否则，禁止采购。7. 食品原辅料出现下列情况之一时，禁止采购：（1）腐败、霉变、生虫、污秽不洁、其他感官性状异常的食品原辅料。（2）可能含有对人体健康造成危害成分的食品原辅料。（3）包装严重污秽不洁、严重破损或者运输工具不洁而造成污染的食品原辅料。（4）掺假、掺杂、快到期或超期及非法加工的食品原辅料。（5）致病性微生物、农药残留、兽药残留、重金属、污染物质以及其他危害人体健康的物质含量
14、超过食品安全标准限量的食品原辅料。8.运输食品原辅料所使用的车辆，必须符合国家食品卫生安全标准。当出现下列情况之一时，禁止使用该运输工具：（1）与非食品原辅料物资同车运输时（2）与存在过敏原的食品物资同车运输时（3）运输过化工原料的车辆（4）运输过有毒、有害物资的车辆（5）其他存在食品安全隐患的车辆9. 部门内部指定一名食品安全专员，部门经理或副经理负责部门内的安全监督，由食品安全专员负责每周覆盖性食品安全检查一次，并做好详细的记录。若食品原辅料安全存在隐患，自检自查频次可自行增加，但每周不得少于一次。每月对自检自查内容进行汇总，并上报食品安全小组。10.当发现其他任何影响公司食品安全的行为时
15、，采购部都有权进行制止并及时上报公司食品安全小组。二研发部1.部门成员必须熟悉国家食品卫生安全标准及国家食品安全法。2.研发的产品必须与公司实际生产食品的场所及生产食品的范围一致。3.开发生产工艺后，第一次投入试生产时，生产所涉及的食品原辅料必须符合国家食品卫生安全标准，并建立和保存相关的开发记录，并上报食品安全小组，待食品安全小组审核通过后，才可投入试生产。4.当正在试生产时，怀疑本次开发的生产工艺中使用的食品原辅料可能含有国家刚刚颁布禁制令的成分，必须立刻停产，对生产中的半成品进行标识、隔离。生产设备全面进行清洗消毒。5.开发的生产工艺中，所涉及的食品原辅料以及按开发的生产工艺最终形成的产
16、品，必须都有详细的食品安全评估报告，并经食品安全小组审核后，才可按生产工艺管理办法下发该工艺。当出现下列情况之一时，禁止研发：（1）食品添加剂的使用量超过国家限定标准。（2）所使用的食品添加剂，其成分中含有国家明文禁止的物质或被检测出存在不适合用于食品安全生产的物质。（3）所涉及食品原辅料含有的过敏原与客户产品的消费者相冲突时。（4）所使用的食品原辅料超出公司实际生产加工范畴时。（5）用非食品原辅料生产的产品或者添加食品添加剂以外的化学物质和其他可能危害人体健康的物质。（6）拼配的食品原辅料生产加工后产生对人体有危害的物质或其营养成分受到严重破坏时。（7）其他任何存在食品安全隐患的情况。6.部门内部指定一名食品安全专员，部门经理或副经理负责部门内的安全监督，由食品安全专员负责每周覆盖性食品安全自查一次，并做好详细的记录。若食品原辅料安全存在隐患，自查频次可自行增加，但每周不得少于一次。每月对自查内容进
