3、为起点，探讨了电子政务对公共协商相关要素的建构作用、公共协商在电子政务环境下的实现过程及其社会影响。针对传统政治参与形式日渐暴露出的矛盾和弊端，人们再次开始对公共协商民主理想的追求。然而在传统社会管理方式下，彻底实现公共协商是十分困难的。此时，电子政务的实施和发展成为一个契机。从内在特征看，电子政务的技术基础、规范化及个性化功能、政治民主化目标以及公共价值取向，满足了公共协商的平等、包容、理性及合法性民主诉求，顺应了公共协商的民主目标和价值理念，从而为公共协商的实现提供了一个新的平台。从相关要素看，电子政务重构了适应公共协商发展的相关要素，例如公共协商领域、公共协商主体、公共协商文化等。通过这
4、种建构，电子政务从根本上平衡了社会各类政治参与力量，创造了一个更加平等、公正的政治参与环境。从实现途径看，电子政务为公共协商的实现提供了更直接、更合理的途径，通过协商议题形成、信息公开、互动协商、共识与决策、回应、监督和评议等环节，保障公共协商在电子政务环境下的顺利实现。电子政务公共协商的实现必将为社会及民主政治发展带来积极的推动作用，从结构上促进政府管理及决策方式的变革，开辟公众政治参与的新途径，推动政治文化的创新和发展。本研究作为对电子政务环境下公共协商的规范性理论探讨，虽然借鉴了以往实证研究的成果以保证研究的科学性，但是随着电子政务和公共协商理论与实践的深入发展，本研究也期待着在未来对自

6、 the basis of the possible combination of e-government and public consultation.Against the contradictions and shortcomings of traditional participation,people began to pursue the public consultation again. However, with thetraditional way of social management it is very difficult to completely achie
7、ve it.At this time, the implementation and development of e-government provide aturning point. Inherently, the technical support, standardized management,personalized service, democratization of the political objectives and the publicvalue orientation make e-government meet the democratic goal, the
8、public valueand the requirements of the public consultation, including the equality, tolerant,rational and legitimacy. So the e-government provides the public consultation anew developing platform. Furthermore, from the view of public consultationelements, e-government can reconstruct them such as t
9、he field, the participantsand the culture to adapt to the development of public consultation. Thereconstruction can balance the various social forces and create a more equal andfair political participation environment. Meanwhile, from the view of realizationway, the e-government can provide a more d
10、irect and reasonable way for publicconsultation. Its topic formation, information disclosure, interactive consultations,consensus and decision-making, response, monitoring and evaluation can protectthe smooth realization of public consultation. Public consultation in e-government will positively pro
11、mote the social and political development. It canfundamentally change the way of governments management and decision-making, open new participation channels to public, promote innovation anddevelopment of the political culture.As a standardized theory research, this study on e-government and publicc
