3、规则是推进中国经济全球化进程的一个必然趋势，是充分地参与国际贸易体系，制定和调整我国有关国际贸易政策，解决国际贸易争端的前提条件。而原产地管理是国家赋予海关的重要职能之一, 原产地管理职能发挥的好坏直接关系到海关能否全面履行国家赋予的使命, 海关应当增强原产地工作的敏感性, 最大限度维护国家利益。本论文就是从海关作为原产地管理部门的角度出发，通过对现有的货物原产地规则的深入分析，通过分析目前我国货物原产地规则存在的不足以及对我国贸易和经济利益产生的不利影响，从而提出完善的建议：一是建立系统完善的原产地立法体系，通过统一原产地立法和管理部门、完善原产地标准以及简化原产地规则的管理和实施等三个方面
4、措施，制定出与国家经济产业发展相适宜的货物原产地规则。并且通过统一原产地管理部门，强化海关作为货物原产地管理主管机构的职能和地位，让海关在原产地管理的舞台上发挥更大的作用。二是从海关作为货物原产地主管部门的角度出发，从风险管理方面、加强与商界合作方面以及加强队伍建设等方面对海关加强原产地管理，提高执法水平提出建议。关键词：原产地，海关管理IAbstractThe country of origin refers to the country or region which produce or manufacturethe goods. And the rules of origin mean
5、s the standards and specifications which candetermine the country or region that the goods come from. According to therequirements of the WTO rules, it is an inevitable trend of economic globalization thatto improve our countrys rules of origin. Now China is fully involved in the worldtrade system,
6、it is a precondition to solve the international trade disputes thatformulating and adjusting the relevant international trade policies of our country. Andthe management of origin is one of the important function which was authorized tocustoms. If the customs takes a good role at the management funct
7、ion of origin, it canfully fulfill the mission given by the state. For this reason, the customs shall improvethe sensitivity in the management of origin, for the purpose of safeguard the nationalinterests. This paper is from the perspective of the customs which is as themanagement department of coun
8、try of origin, deeply analyses the existing rules oforigin of goods, find out the insufficiency and adverse impact on Chinas trade andeconomic interests at present, and then offer the proposals:On the one hand, it is to build a perfect legislation system of origin. From threeaspects to develop a sui
9、table rules of origin which could adapt the development ofindustry and national economy. The first one is to unify the legislation andadministration of origin, the second one is to perfect the standard of origin, thirdly isto simplify managing and implementing measures about the rules of origin. Thr
10、oughthese three measures, strengthen the customs authorities at the management of goodsof origin, and play more important role on the economic stage.On the other hand ,from the perspective of customs which as the competentdepartment of the goods country of origin, in order to improve the management
