3、2010年以来，随着中央新疆工作会议的召开，新疆和兵团的发展得到了广泛而空前的认识，作为兵团发展一大支柱的棉花产业更是需要得到更高的认识，此前几十年间，随着农业科技投入的加大，兵团的种植问题已经得到了很好地解决，目前也呈现出很好的趋势。随着市场化进程的深入，棉花产业的发展问题由地内已经变为了地外，这样一来兵团的棉花价格问题就变得很重要，它不但关系着兵团棉花产业的发展问题，也关系着兵团职工的切身利益问题，更关乎国家发展层面的战略问题，所以本文从兵团棉花的价格问题入手，通过论文的撰写，结合所学知识的运用，达到硕士研究生学习的另一目标。本文以兵团棉花的价格政策作为研究对象，首先分析了兵团棉花价格政策
4、的目标、措施以及政策演进等；其次，通过对国际通用的评价农业政策对生产者支持分析方法的改进来对兵团棉花价格政策对兵团职工的生产支持水平进行测定；然后，通过对政府价格规制政策评价方法的改进，利用成本收益分析的经济学研究方法，建构生产者和消费者的一般均衡分析方法，对兵团规制棉花收购价格这一政策进行了评价；再次，通过计量模型的建立，对兵团棉花价格政策的目标之一，提高职工收入做出了定量分析，同时还对价格政策对兵团经济总量的影响做出了定性分析；最后，提出完善兵团棉花价格政策的对策建议。从处理好棉花生产的利益分配关系，设立风险基金，建立收储制度，稳定棉花收购价格，完善农业补贴政策等方面提出了完善兵团棉花价格
5、政策的对策建议。本文通过分析得出，第一，农业补贴政策，如农机具补贴、节水灌溉补贴等农业补贴政策对兵团从事棉花的职工的起到的生产者支持的作用还是很强的，但是总体看来还是不够的，应该继续加强。第二，通过运用成本收益比较的方法，得出了兵团在规制棉花收购价格这一政策上还是得不偿失的，无论是从消费者角度和生产者和消费者总的角度看都是有失效率和福利损失的。第三，通过计量建模，分析了兵团实施棉花收购价格制定这一政策对农牧场职工年平均收入的影响，得出收购价格对职工的收入还是有很大的正面影响的，得出今后兵团需在稳定收购价格的基础上逐步提高价格来进一步提高职工出入的政策建议。关键词：兵团；棉花价格；政策效果评价I
