5、灾、爆炸事故的发生，特制定本程序。本程序适用于SEPCO 组织活动中易燃、易爆物品的管理及作业场所可能发生火灾、爆炸事故等情况时的控制。This procedure is written to define the requirement for fire fighting management, fire and gas accident prevention for SEPCO to make control of fire/gas material usage and potential fire hazard at jobsite. 2消防管理方针 Fire Control Polic
6、y消防管理的方针是“预防为主，防消结合”Fire Control Policy focuses on Prevent First in Conjunction with Fire Fighting Safety. 3消防管理组织机构 Fire Control Organization Structure 4职责Responsibilities 4.1 总经理是消防第一责任人，负责公司消防程序的审批、执行工作。Project General Manager shall, as primary principal, be responsible for review and approval of
7、 SEPCO fire control procedure documentation and implementation. 4.2 施工经理部协助消防部门对施工现场消防器材的配备进行规划。SEPCO Construction Department shall give assistance to fire fighting department in working out scheme of fire fighting equipment configuration at construction site. 4.3 HSE 负责对消防部门的监督、检查。 SEPCO HSE Depart
8、ment shall be responsible for supervision and check of what firefighting department is planning and doing. 4.4 综合办保卫部职责Responsibilities of Security Group under management of Administration Office4.4.1 负责消防管理和宣传工作，制定具体的防火、防爆措施，对消防器材进行定期检查、维护，健全消防管理档案。Shall be responsible for fire control management a
9、nd propaganda, drawing up detailed proposal of fire/gas control, making regular check and maintenance of fire fighting equipment and strengthening the perfection of fire control management dossier. 4.4.2 监督、检查一、二公司消防工作及所属区域的消防器材配备、维护情况，并制定监督、考核管理办法。Shall be responsible for supervision and check of S
