14、界大豆加工中心”，从而压抑中国大 豆生产，垄断操纵国际大豆市场 后果将十分惨重,加快大豆产业发展的思路和建议,提高对大豆产业重要性的认识，把工作重点由协调限制或扩大进口转向支持国内大豆产业发展 把大豆种植业和大豆产业链的持续发展作为解决“三农问题”、实现农村小康的试点工程,加快大豆产业发展的思路和建议,制定全面的大豆产业发展战略与规划，抓住生产与加工两大环节带动整个产业链的发展 确定我国大豆发展的战略目标 加快建设大豆优势产业带 扶优汰劣压缩加工能力，合理布局，按照外商 投资产业导向政策限制外商对大豆加工业的投 资，提高加工水平,Soybean Production Areas in Chin
