10、提出中国的人口政策是带有战略性的重大政策。根据邓小平的这一思想，中国政府把实行计划生育，控制人口数量，提高人口素质确定为一项基本国策，并在中华人民共和国宪法中作了明确规定，确立了计划生育工作在中国经济和社会发展全局中的重要地位。中国政府正是为了实现持续的经济增长和可持续发展，满足全体人民日益增长的物质和文化需要，保证当代及子孙后代人民的根本利益和长远利益，而选择了实行计划生育这一战略决策。事实已经并将继续证明，在大力发展经济的同时，全面推行计划生育，是中国20世纪下半叶及以后一项利在当代、功在千秋的正确决策。Fromtheearly1970s,theChinesegovernmenthadbe
