4、体制、加强监督管理以及完善立法，严格司法等方面提出预防对策，以期从根本上有效预防、减少和遏制涉农项目资金领域的职务犯罪。 关键词：农村；基层组织；项目资金；职务犯罪 II Abstract Our country is a large agricultural nation,“Three Rural Issues“ is a major issue of the reform and opening-up policy, economic development and social stability.
