4、只有从加强党的执政能力建设的高度认识和贯彻落实科学发展观， 才能真正实现以人为本、全面协调可持续发展。 科学发展观作为我们党长期坚持的指导思想，作为解决发展中的新矛盾和新问题必须遵循的基本原则，对加强党的执政能力建设提出了更新更高的要求。当前，党的领导水平和执政水平同党肩负的历史使命总体上是适应的，但其在驾驭社会主义市场经济、发展民主政治、建设先进文化、创新社会管理、坚持拒腐防变这五个方面的能力，与实践科学发展观的客观要求仍存在不相适应的方面。造成这些问题的原因是十分复杂的，从执政主体自身的角度进行分析，主要是因为部分党员干部主观上宗旨意识淡化、不重视学习，客观上受到传统执政体制和权力制约监督
5、机制薄弱环节的制约。为此，主要应从建设学习型政党、完善执政的制度体系、推进党内民主和加强党的基层组织建设这几个方面着手解决，以提高党实践科学发展观的能力。 关键词：关键词：科学发展观；执政能力；党的执政能力建设II Abstract To strengthen the construction of the Partys governance ability and practice the scientific outlook on development are two major issues our party is facing at present, at the same tim
6、e, they are complements to each other and organic united. The scientific outlook on development must be established and put into effect in order to strengthen the construction of the Partys governance ability. This is the basic object for our party to keep her advancement and hold power as well as t
7、he inevitable requirement for a harmonious society. On the other hand, the practice of the scientific outlook on development is the connotation of times of the Partys governing capacity-building. Only understanding and implementing the concept of scientific development from the high level of strengt
8、hening the construction of the Partys governance ability can humanistic, fully harmonious and sustainable development be realized. The scientific outlook on development, as the guiding ideology that our Party has stuck over a long period of time, and as the basic principle must be adhered that resol
9、ves new contradictions and new problems in the course of development, brings up new and higher requirements about intensifying the construction of the Partys governance ability. At present, the Partys level of leadership and government roughly adapt to the historic mission that our Party have should
10、ered. But their ability such as reining in socialist market economy, developing democracy, constructing advanced culture, innovating social administration, and insisting on warding off the corrosive influence are still not in accordance with the objective requirement of practicing the scientific out
11、look on development. The reasons of these problems are very complex, and analyzing this from the perspective of government party themselves, its because that some party members and cadres are confused about service awareness, take no count of study subjectively, and are restricted by traditional rul
12、ing system and weaknesses in mechanism of restraint and oversight objectively. So the full text should try to solve these problems from four aspects: constructing learning Party, perfecting ruling system, improving intra-Party democracy and building grass-root organizations, with the purpose of impr
