1、我国公共政策的延续性探究 我国公共政策的延续性探究 摘 要 摘 要 公共政策是政府施行公共管理的工具，是政府管理公共事务、从事公共活动过程中“看得见的手”。随着社会公共事务的日趋复杂，以政府为核心主导力量的公共管理者如何适应其发展需求，建设具有现代公共管理特点和意义的公共政策并使之全面有效地施行，是当前我国公共管理领域中的重大课题。本文引入现代企业管理中“延续管理”理念，基于公共政策本质特性并结合现代公共管理理论，提出公共政策有机延续性建设概念和论点，以期从一个相对独特的角度来探究我国现代公共政策的建设。 文章指出，所谓公共政策的延续，是指公共政策本身确保得到稳定而持续有效的执行，以及其对后继
2、政策具有现实、持续而有积极意义的影响。就其外延而言，延续性公共政策至少包涵三个层面的含义： 一是所制定的公共政策本身是一个科学、合理、有效的政策；二是当前阶段已经或正在确保该公共政策有效落实和执行；三是该政策具有可延续性，作为上阶（前阶）政策，它理所当然成为下阶（后阶）政策的基础和依据，即后者是前者的进一步完善与延续。当然，文章所指的“延续”并非简单、片面而机械的连续和延伸，而应该是有机的，是在结合实际基础上的、经过有效完善后的更为科学合理的承继行为。由此，推进公共政策延续的重要意义也就不言而喻了。 文章结合实际，指出目前我国公共政策施行过程中缺乏延续的现象和问题，并就其成因作了不同层面的剖析
3、和追溯；同时，也介绍了可供借鉴的西方较发达国家现代公共管理理念及其延续性公共政策建构的实践经验。在此基础上，就我国推进公共政策延续性建设提出了建设性意见和建议，即分别从建设现代公共决策体系、提升公共政策本体质量、加强公共人力资源建设与执行监管以及建立健全公共政策及其运作评估体系等四个方面，阐述了全方位推进公共政策延续性建设的针对性举措。 关键词：公共政策，公共管理，延续性，建设 RESEARCH ON PUBLIC POLICY CONTINUITY IN CHINA ABSTRACT The government is a tool for public policy purposes of

15、是政府施行公共管理的工具，是政府管理公共事务、从事公共活动过程中“看得见的手”。随着社会公共事务的日趋复杂，以政府为核心主导力量的公共管理者如何适应其发展需求， 建设具有现代公共管理特点和意义的公共政策并使之全面有效地施行，是当前我国公共管理领域中的重大课题。 总体上而言，我国公共管理领域正在走向成熟。以行政管理为核心组成部分的公共管理更加趋于规范化、程序化、制度化发展，包括方针、政策、制度等在内的公共政策得以延续发展。 然而，不得不看到，受包括历史文化、规范制度、管理理念、管理者素质等诸多因素的牵制性影响，我国公共政策建设中，依然存在着一些比较突出的问题，而公共政策延续性不足已成为首当其冲的
16、问题。在实践中，诸如公共政策的研究和制定缺乏长远、系统性地考量，短期、短视政策十分普遍；公共政策因人而异、朝令夕改十分严重；既定政策得不到严谨执行和落实等等问题。缺乏延续性或者延续性不足的公共政策，往往政策本身既不科学合理，也缺乏系统性、规范性和持续生命力，这与公共事务发展的需求以及现代公共管理发展趋势的要求不相适应。 有鉴于此，从我国公共政策发展的实践实际出发，结合现代公共管理理论，并积极借鉴较发达国家新公共管理理念和做法，认真探索和研究我国公共政策延续性建设，对推进我国现代公共管理全面发展、促进国家和社会和谐、持续、健康发展，具有重大而深远的意义。 2第一章 公共政策延续性问题概述 政府借助公共政策这只“看得见的手”对公共事务进行管理和调整， 以实现其公共管理职能。因此，政府的公共政策能力与水平的高低，也全面反映着政府履行职能能力的强弱与水平的高低。 公共政策的公共性与法治性的本质属性决定了其内涵与外延特征，在成熟稳健的公共管理过程中，稳定并延续应是其公共政策基本外延特征之一。 自
