1、国防科学技术大学硕士学位论文基于满意度分析的武警部队初级警官住房保障问题研究姓名：刘凤申请学位级别：硕士专业：公共管理指导教师：周中朝2010-11国防科学技术大学研究生院硕士学位论文 第 i 页 摘 要 居者有其屋，只有拥有一个稳定安全的居住环境，人们才能安心从事其他正常活动。因此，无论是过去、现在还是将来，住房都是人类永恒的主题，住房问题也是世界各国政府十分关注的问题。武警部队的住房保障制度是国家和军队深化住房制度改革，建立和完善我国的住房保障制度体系的重要内容。经过二十多年的发展，武警部队的住房保障制度在不断探索中已经取得了很多改革成果，在一定程度上改善了大部分警官的住房问题，但是目前武
2、警部队初级警官的住房问题仍不容乐观。本文从用户满意视角研究武警部队初级警官的住房保障问题，是基于党的最新发展成果“以人为本”理念的指导，从满足人的基本需要出发，以利于部队长远发展为目标，体现我国政府构建和谐社会的内在要求所做的有益尝试。 本文遵循理论建模调查分析政策建议的研究思路。首先，介绍了住房、住房保障、住房保障制度及用户满意等相关理论，为本文的研究打下了坚实的基础；第二，在借鉴前人研究的基础上，针对武警部队初级警官群体及其住房的特点，构建了武警部队初级警官住房满意度模型，进一步明确了本文研究框架；第三，通过借鉴相关书籍和国内外相关研究成果，综合考虑可能影响住房满意度的各种因素，初步确立了
3、武警部队初级警官住房满意度指标体系，在此基础上，对武警湖南总队部分单位的初级警官进行了预调查，经过数据分析，修正了部分指标，最终确定了武警部队初级警官住房满意度指标体系；第四，对武警江西省总队、河南省总队、上海市总队、山西省总队等多个单位的初级警官进行问卷调查与面对面访谈，获得了很多一手资料，深入了解了武警部队初级警官的住房现状及需求情况；第五，根据调查及分析结果，对武警部队初级警官的住房现状、住房中存在的问题及原因，现有住房保障制度存在的问题及原因进行了深入的分析；第六，根据调查及分析结果，从住房物理环境、部队住房保障制度环境及住房市场和国家政策环境三方面阐述武警部队初级警官的住房需求；最后

Armed Police Force housing security system is an important content of the deepening of our country and the military housing system reform and the establishing and improving of our country housing security syste

After twenty years of development, the armed police force security system which has made a number of reforms through efforts has improved the housing issues for most police officers to some extent, but the junior officers housing problems are still not optimistic at present. On the basis of our p
7、artys latest theory“people first”, from meeting the basic need of people, in order to facilitate forces long-term development and reflect our governments inherent requirement of building a harmonious society, the paper studys the housing problems of junior officers of Armed Police Force from the per
8、spective of user satisfaction which is an useful attempt. Following with the main route of “theory-model-survey-analysis-suggestion”, this dissertation begins with the introducing theories about housing, housing security, housing security system, user satisfaction and so on which have laid a solid f
9、oundation for the study. Secondly, drawing on the basis of previous studies, the author constructs the housing satisfaction model for the Armed Police Force junior officers against the characteristics of their housing which further defines the framework for the paper. Thirdly, the text initially est
10、ablishs housing satisfaction index of the Armed Police Force junior officers by drawing on books and related research results at home and abroad and considering the likely factors which affect junior officers housing satisfaction. On this basis, then the writer conducts a pre-primary survey in some
11、units of Hunan Division of the CAPF and ultimately determines the armed police junior officers housing satisfaction index through data analysis and revising. Fourthly, the author conducts a questionnaire survey and face to face interviews in some units of Jiangxi, Henan,Shanghai,Shanxi Divisions of
12、the CAPF which help to get a lot of fist hand data and understand the situation and demand of junior officers in the Armed Police Force. Fifthly, according to the survey and analysis, the paper analyses the housing situation, housing problems and the reasons of junior officers and the existing probl
13、ems in Armed Police Force housing secutiry system. And then, the thesis elabarates the housing needs of Armed Police Force junior officers from three aspects-physical environment of housing, military housing security system and national policy and market environment. At last, under previous investig
