2、 过程中最紧迫、最突出的问题。 自 2002 年以来，围绕解决国有企业下岗失业人员的再就业问题，国务 院、财政部和劳动和社会保障部相继下发了一系列文件，出台了社会保险 补贴政策，该项政策是国家为了促进下岗失业人员再就业，增强社会保障 力而采取的一种积极的财政补贴政策。从实质上来讲，社会保险补贴政策 是政府“放弃”部分财政收入用于补充社会保险基金，从根本上增强社会 保险基金抵御风险的能力。对社会保险缴纳者来说实际上是政府给予的一 种无偿援助或补助。常州市根据中央、江苏省要求，因地制宜地制定了社 会保险补贴政策，并在执行过程中对其不断地进行补充与完善，形成了一 套符合常州实际的社会保险补贴政策。实
3、践表明，该项政策的实施对解决 常州市下岗失业人员再就业问题发挥了一定的作用，但在执行中也存在着 弊端。 本文通过对下岗失业人员再就业情况和社会保险补贴政策的介绍，从 理论上分析社会保险补贴与劳动力供需的密切关系，阐述常州市下岗失业 人员再就业社会保险补贴政策的历史变迁过程，介绍再就业社会保险补贴 政策的具体内容，详细阐述常州市在落实政策中采取的措施，以及再就业 社会保险补贴政策的实践情况，并对社会保险补贴政策进行成效分析，就 政策本身及落实政策中存在的漏洞进行分析，提出完善常州市社会保险补 贴政策的建议，即调整政策享受对象范围，优化用人单位社会保险补贴申 领程序，实行科学、规范的财政预算管理，

The contradictio
5、n of total amount does exist as well as the framework conflict; the employment issues in regard of growing labor force in cities and those farmers whose lands were expropriated have been becoming overt gradually; the surplus labor force in countryside is transfering faster to nonfarm industries and
6、urban places; furthermore, the employment difficulties for laid-off and unemployed workers are much more obvious than before. As a fresh industrial city with highly economic development, Changzhou is also getting bigger employment pressure. Solving the laid-off and unemployment problems caused by sy
7、stem switch has become the most urgent and significant thing for building a harmonious Changzhou. Since 2002, in order to figure out the laid-off and unemployed workers re-employment issues for jobless people in state-owned enterprises, the State Council, the Ministry of Finance and the Ministry of
8、Labor and Social Security have issued a series of documents; meanwhile, they also have promulgated a allowance policy of social insurance, which is a positive financial allowance policy for improving laid-off and unemployed workers re-employment rate and enhancing social security in China. Virtually
9、 speaking, this kind of allowance policy of social insurance actually means that Chinese government “gives up” some financial earnings to supplement social insurance fund and to tone up its ability of risk resistance; therefore, in fact, it is just a kind of non-profit assitance or allowance that so
10、cial insurance payers can receive from Chinese government. All the facts indicate that this policys implementation plays an important role in solving laid-off and unemployed workers re-employment problems in Changzhou, but at the same ti
12、me, some disadvantages also has appeared. Through the introduction of laid-off and unemployed workers re-employment situation and the allowance policy of social insurance, this article theoretically analyzes the close relationship between the allowance of social insurance and labor supply and demand
13、, expatiates the historical changes and trends of the allowance policy of social insurance for laid-off and unemployed workers re-employment, introduces the policys detailed contents. The article also expounds the practical situation of the policy and the actions taken during the implementation in C
14、hangzhou, does the policys effect analysis, and analyzes the policys flaws and the disadvantages appeared during implementation. And then, it suggests to perfect the allowance policy of social insurance in Changzhou, which means to adjust the object range that is qualified to benefit from this polic
15、y, to optimize the procedures of application and acquirement of social insurance allowance, to carry out scientific and normative financial budget management, to enhance the supervision, and to gradually complete a good service system for flexible employment.
