2、作用是公共事业面临的重要问题之一。 当前关于围绕公用事业的讨论焦点多为如何规制、民营制改革、价格听证制度等，这些都涉及社会对其的反响评价，社会影响评价运用到公用事业政策研究始于 20 世纪 80 年代，但多针对公用事业的项目或单个政策， 缺乏系统的分析以及规范性地研究来建立公用事业政策社会影响评价的体系、方法。 对此， 本文首先通过文献归纳总结以及建立逻辑导图研究了公用事业政策社会影响评价的内涵和特征， 得出公用事业政策社会影响具有偏向社会公平，具有公益性、动态性、综合性、遵循可行性原则的独特性，并以此为指导建立公用事业政策社会影响评价的指标体系、评价方法。 研究公用事业政策社会影响评价的指标
3、体系及评价方法的过程中， 本文先确定了公用事业政策社会影响评价指标体系设计原则和基本过程方法。通过文献分析法，归纳分析了现有公用事业政策社会影响评价体系的构建的一般方法， 提出体系较均衡并契合公用事业政策社会影响评价的内涵和目的的公用事业政策社会影响评价体系可以从政策的社会影响分析、 政策与所在地区的互适性分析以及社会风险分析三个准则层出发构建， 在三个准则层下设计涵盖不同层次不同阶段的指标层。 接着通过分析不同层次不同阶段的公用事业政策影响评价的特点提出选择指标的方法， 最终通过指标选择路径图实现指标选择明晰化。 接下来本文通过比较研究， 得出了适用于公用事业政策社会影响评价的过程方法、“注
4、重二手资料搜集以及社会调查”的数据收集和处理方法，分析总结了公用事业政策常用的社会影响评价方法的特点、优劣及适用性。 在本文案例研究设定的案例需具有典型性和代表性、 资料完整性和准确性的前提下， 本文选择了拉萨市供暖工程这一西藏民生反应热烈的公用事业政策， 设计了拉萨市供暖工程社会影响评价的指标体系，利用模糊层次综合分析法作为评价方法， 对指标体系进行权重并得出拉萨供暖工程社会影响评价较好的评价结果。 案例与现实情况比较有较高的吻合度， 说明本文设计的公用事业政策社会影响评价的指标体系、评价方法的选择是可行的。 关键词：公用事业，政策评估，社会影响评估，拉萨市供暖工程 ABSTRACT Wit

6、s is how to more regulation, private system reform, the price hearing system and so on, these involve social response to its evaluation, social impact assessment applied to utility policy research began in the 1980 s, but more for the public utilities project or a single policy, lack of systematic a
7、nalysis and normative research to establish public utilities policies of social impact assessment system and method. To this, this paper through the literature review, and to establish the logical mapping to study the utility policy connotation and the characteristics of social impact evaluation, it
8、 is concluded that utilities policy social influence to social justice, public welfare, the uniqueness of the dynamic, comprehensive, follow the principle of feasibility, and to establish the utility of guiding policies of social impact assessment index system and evaluation method. Utilities in res

This article chose the Tibet Lhasa heating engineering utility policy response in the peoples livelihood, designed the social impact evaluation index system, Lhasa heating engineering as evalua
16、tion method, using the fuzzy hierarchy comprehensive analysis was carried out on the index system of weights and heating engineering in Lhasa social impact evaluation better evaluation results, case compared to the reality have higher inosculation, illustrate the utility of the design policy of social impact assessment index system of construction and selection method and evaluation method is feasible.
