1、I摘摘 要要营区作为军队屯兵、养兵、练兵、储备军用装备和物资的基地,在军队信息化和数字化建设中具有举足轻重的地位。在平时,营区是军队赖以生存和发展的基础性条件;而在战时,营区又成为敌我双方攻防的一个重要阵地。从这个角度来考虑,是论文研究的出发点。因此,基于 GIS 的某部数字军营综合管理系统,即营区平时地面基础设施管理与战时辅助决策系统的研究和设计,分为两个层面来考虑:一是在平时,就营区而论营区,将其作为营区 GIS 与部队 MIS 的有机结合体系,开发营区地面基础设施的管理和综合信息的查询系统;二是在战时,将营区作为阵地,考虑其在战争中的辅助决策分析功能,具体来说,就是在营区平时综合管理的基

2、础上,进而研究了战时营区阵地的地形分析,以及对地形分析的算法设计和改进,并利用该系统与营区范围内的军事设施选址模型相结合,进行了战时军事设施的选址决策功能。论文的研究是以中国人民解放军某部营区为背景的,按照软件工程的组织思路,在 VB 中,调入 MapInfo 的 MapX 组件,结合 SQL Server 数据库,从总体设计到数据的采集、转换,数据库的建立,以及系统的详细设计和功能的实现,开发了某部营区平时管理系统。其中以营房中的楼层和房间为纽带,有效的将营区 GIS 与某部各部门的 MIS 结合起来。该部下属各分部营区在地域分布上,有的位于城市(修理所) 、有的位于群山之中(靶场) ,在战

3、略上是敌重点打击目标。因此研发该系统应着眼军事应用的功能,服务于作战环境分析和辅助决策。论文重点研究了战时营区地形分析和战时营区军事设施的选址两个方面的决策分析。战时营区地形分析从两方面来研究,一是阐述了数据采集与 DEM 获取方法,以及实际操作过程中需要注意的问题,并且在原有民用方法的基础上提出了一种自动化的辅助方法以实现二维矢量地图中等高线高程信息的自动识别,降低人工劳动强度,提高处理效率,满足了军事高效性的要求。二是在 DEM 的基础上,以某部靶场为目标,研究了地形分析的算法设计和军标的绘制。为了满足战时营区军事设施选址的高效率和科学性,采用了系统与选址模型相结合的方式,重点分析了军队工

4、程设施选址的目标和约束条件,研究建立了工程设施多目标选址模型,运用地理信息系统中的图层叠加算法,提出了基于图层叠加的多目标选址模型求解方法,并进行了实例分析。实践表明,该系统符合了部队的特殊性和实用性,实现系统的一些关键技术也满足了部队的高效性,从而可以更好的在部队团以上单位进行推广应用。关键词:关键词:地理信息系统 数字军营 MapX 组件 数字高程模型 多目标选址模型IIIABSTRACTThe barrack is the base where makes training and reserves military equipment and material, and it play

In peacetime, the barrack is the basis conditions of the armys survival and development; In wartime, the barrack becomes the important offensive and defensive positions between the two sides in a struggle. Considering from this persp

6、ective is the starting point of the research.Therefore, about the research and design of Digital Barracks Integrated Management System of C regimental based on the GIS (Barracks Peacetime Ground Infrastructure Management and Wartime Aided Decision System), it is considered by being divided into two

7、levels: in peacetime, considering on its surface meaning, it is the organic integration of the barracks GIS and the military MIS, to develop barracks groud infrastructure management and comprehensive information enquiring system; In the wartime, the system will be considered the war-assisted analysi

8、s and the decision-making functions while barracks will be a front, Specifically, it is usually to research further terrain analysis of wartime-camps, as well as algorithm design and improvements of terrain analysis, and to locate the decision-making function of wartime military facilities by using

9、combination between system and the barrack-site model of military facilities within the limits on the basis of the integrated management of the barracks.The research is based on the barracks of C regimental of the Peoples Liberation Army (the authors unit) as the background. According to the organiz

10、ation ideas of software engineering, the MapX of MapInfos components are redeployed in VB, with the SQL Server database, from design to data collection,conversion, the creation of database, the detailed design of the system and the realization of functionality, These have been developed C Barracks P

11、eacetime management system. It will be effectively cooperated between barracks GIS and departments MIS together linking the floors with rooms in the barracks.About areas distribution of camp of C regimental, some locate in the city (repair-station), and some locate in the mountains (range), it is th

12、e enemy target in the strategic. Therefore the system should focus on the research and development of the function of military service in the combat environment, and analysis to support decision-making. Papers focus on two aspects of decision-making analysis in the wartime camp terrain analysis and

13、wartime military facilities of the barracks-site.The terrain analysis of wartime barracks is studied in two ways, it first expounded data acquisition and access methods of the DEM, and the problem of the need for attention to in the actual operation, and an automated auxiliary method to achieve 2D v

14、ector elevation contour map of the automatic identification of information on the basis of the original civilian methods, which reduces manual labor intensity and improves efficiency to meet the requirements of military efficiency. Second, on the basis of the DEM at a range of C corporations targets

15、, it is to study the terrain analysis algorithm design and rendering military target.In order to meet the efficient and scientific nature for wartime military facilities in the camp site, it use a combination between the system and models of location, it especially analied the armys engineering faci

16、lities siting goals and constraints, and established research facilities in multi-objective of the project site model, use the stack algorithm in layers of geographic information system, superposite target location on the basis of layers-stack, and analied the case.According to the practice, it shows that the system meets the special nature and practicality of the forces, and some of the key technology to realize system meets the efficiency of the units, which can be better applied
