3、的大规模转移，服务外包成为新兴服务贸易的重要形式，软件外包更被全球跨国公司青睐。如今全球软件外包市场一半以上被印度占据，成为软件外包产业的接包大国，印度在软件外包产业如此成功必定有值得我国借鉴的地方。本文主要通过基于钻石模型的动态分析模型，结合国内外已有的研究成果和现有理论，对我国和印度软件外包产业进行对比研究，发现我国软件外包产业在生产要素、企业战略、政府等方面存在的问题，如人才结构不合理，国际市场开发能力不够，政府相关扶持政策不明显。根据我国国情，提出相应的解决问题的建议，如软件企业加强技术革新，努力发展自己的品牌，进行人员培训，提高企业实力，政府出台具体扶持软件外包产业政策等。关键词：关

5、lobal multinational companies favor, Today, more than half of the global software outsourcing market is occupied by India, India becoming a major country in the software outsourcing industry, Indias software outsourcing industry is so successful that there must be a place to draw lessons for China.T
6、his paper, by using the existing domestic and international research results and the existing relevant theory, makes a comparative study on the software outsourcing industry between China and India through a dynamic model based on diamond model. It founds out the problems of Chinese software outsour
7、cing industry in the production factors, enterprise strategy, the government and other aspects, such as the unreasonable personnel structure, lacking ability of international market development as well as government related support policy. Some suggestions are put forward, such as software enterpris

9、1.11.1 选题的目的和意义选题的目的和意义二十世纪九十年代以来，全球产业结构调整，一些发达国家的软件公司为了提高竞争力，开始将非核心的软件业务外包给人力资源成本相对较低的国家的公司开发，而核心的软件业务由自己的企业重点开发，从此产生了软件外包。软件外包产业作为一个新兴的产业，带动了全球一股新的转业高潮，如今软件外包的产值占软件总产值的三分之一。全球软件外包的发包市场集中在北美、西欧以及日本等国家，外包的接包市场主要是印度、爱尔兰等国家。软件外包对发展中国家具有极其深远和积极的意义。它可以提供更多的就业岗位，带动其他相关部门的发展，带来外汇收入，还可以拉动整个国家的经济增长。印度在全球产业结构调整中，抓住机遇，凭借自己在软件业先进的开发管理
